Amends the Hospital Licensing Act. Defines "pathogens of epidemiological concern". Provides that each hospital shall develop and implement comprehensive interventions to prevent and control pathogens of epidemiological concern (instead of multidrug-resistant organisms) that take into consideration guidelines of the U.S. Centers for Disease Control and Prevention or recommendations from the Infectious Disease Society of America, the Society for Healthcare Epidemiology of America, the Association for Professionals in Infection Control and Epidemiology, or the Pediatric Infectious Disease Society for the management of multidrug-resistant organisms in health care settings. Within 12 months after the effective date of the amendatory Act, requires each hospital to adopt a policy for preventing and controlling the transmission of pathogens of epidemiological concern. Establishes reporting requirements for hospitals with patients carrying pathogens of epidemiological concern. Repeals the MRSA Screening and Reporting Act.

Provides that the Act may be referred to as the Illinois Newborn Equity Support Transfer (NEST) Program Act. Amends the Department of Human Services Act. Requires the Department of Human Services to establish and administer, subject to appropriations, the Illinois Newborn Equity Support Transfer (NEST) Program to provide direct cash assistance to eligible participants by July 1, 2026. Defines "participant" to mean any individual who gives birth in Illinois while enrolled in or eligible for Medicaid through Moms and Babies. Permits the Department to adopt any rules necessary to implement the NEST Program. Provides that program participants shall receive a $1,500 lump sum payment in or around the third trimester of pregnancy, prior to delivery; and a $500 monthly cash payment for the first 6 months following delivery. Requires the Department to submit reports to the General Assembly on a biennial basis that summarizes (1) the number of program participants and distribution across the State, (2) outcomes related to maternal and child health, housing stability, and economic security, or other outcomes identified by the Department in collaboration with stakeholders, and (3) recommendations for program improvements or additional populations beyond Medicaid enrollment to include as participants. Provides that cash disbursements made to participants under the NEST Program shall be considered "guaranteed income" as described in the Hospital Uninsured Patient Discount Act for purposes of determining eligibility for assistance under the Illinois Public Aid Code. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that a safety-net hospital includes a behavioral health safety-net provider that: (i) is licensed or certified by the Department of Human Services, or otherwise authorized under State law, to provide behavioral health or substance use disorder treatment services; (ii) meets specified federal requirements for being designated a disproportionate share hospital, as defined by the Department of Healthcare and Family Services; (iii) accepts admissions 24 hours a day, 7 days a week, with no blackout periods; (iv) accepts patients who only need mental health or substance use disorder treatment; and (v) has a MIUR of at least 40% and a charity percent of at least 4%, or a MIUR of at least 50%.

Amends the Physician Assistant Practice Act of 1987. Provides that a physician assistant may prescribe, dispense, order, administer, and procure drugs and medical devices without delegation of authority by a physician. Provides that a physician assistant may practice without a written collaborative agreement. Provides that a physician assistant who files with the Department of Financial and Professional Regulation a notarized attestation of completion of at least 250 hours of AMA PRA Category 1 or equivalent continuing medical education or training and at least 2,000 hours of clinical experience in the specific field in which the physician assistant intends to practice after first attaining national certification shall not require a written collaborative agreement to practice. Makes changes in provisions concerning definitions; physician assistant title; collaboration requirements; written collaborative agreements, prescriptive authority, and physician assistants in hospitals, hospital affiliates, or ambulatory surgical treatment centers; inactive status; limitations; and grounds for disciplinary action. Amends the Illinois Controlled Substances Act to make corresponding changes.

Amends the Illinois Controlled Substances Act. Provides that each prescriber or the prescriber's designee shall document an attempt to access patient information in the Prescription Monitoring Program to assess patient access to controlled substances when providing a (rather than an initial) prescription for Schedule II and IV controlled substances (rather than narcotics such as opioids), except for prescriptions for oncology treatment or palliative care, or a 7-day or less supply provided by a hospital emergency department when treating an acute, traumatic medical condition.

Amends the Community Behavioral Health Care Professional Loan Repayment Program Act. Provides, that to be eligible for assistance under the Community Behavioral Health Care Professional Loan Repayment Program, the Illinois Student Assistance Commission must find that the applicant, among other requirements, at the time of application, is currently working as a behavioral health professional in a community mental health center. Provides that an applicant seeking a renewal award in a subsequent year must be employed by a community mental health center, behavioral health clinic, substance use treatment center, or State-operated psychiatric hospital in an underserved or rural federally designated Mental Health Professional Shortage Area in the State at the time of application and must provide evidence of continuous employment for the 12 months that precede the application for renewal. Defines "behavioral health professional". Effective July 1, 2026.

Amends the Hospital Provider Funding Article of the Illinois Public Aid Code. Provides that, beginning January 1, 2027, if an Illinois freestanding psychiatric hospital reopens a previously closed hospital facility within 4 calendar years of that hospital facility's closure, and the previously closed hospital facility qualified for fee-for-service supplemental payments, then the Illinois freestanding psychiatric hospital shall receive an annual payment equal to $200 per covered inpatient day contained in paid fee-for-service claims and $200 per paid fee-for-service outpatient claim for dates of service of the closed hospital facility in Calendar Year 2019 in the Department of Healthcare and Family Services' Enterprise Data Warehouse as of May 11, 2020. Provides that "closed hospital facility" includes hospitals that have been terminated from participation in the medical assistance program. Effective immediately.

Amends the Hospital Licensing Act. Prior to discharge of a postpartum patient, requires a hospital to ensure that a postpartum follow-up appointment is scheduled with an appropriate obstetric care provider. Provides that the appointment shall be scheduled for a date consistent with clinical guidelines, but no later than 6 weeks following birth, unless an earlier visit is medically indicated. Provides that a registered nurse or other designated clinical staff member may fulfill the scheduling requirement. Provides that a patient may decline to have an appointment scheduled, and such declination shall be documented in the patient's medical record. Establishes specified exemptions from discipline if an attempt to schedule an appointment was made. Grants the Department of Public Health rulemaking authority. Amends the University of Illinois Hospital Act to establish the same requirements for the University of Illinois Hospital. Effective January 1, 2027.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. In provisions regarding a Safety-Net Hospital Health Equity and Access Leadership (HEAL) Grant Program, changes references to safety-net hospitals to references to community safety-net hospitals. Updates references to dates in those provisions. Defines "community safety-net hospital", "health system", and "medically underserved area". Makes changes to required provisions in the report to the General Assembly regarding criteria for a community safety-net hospital to be eligible for the program, deletes required provisions in the report to the General Assembly regarding potential projects eligible for grant funds, and adds required provisions in the report to the General Assembly regarding an application process and criteria, as well as policies, standards, and procedures to administer the program and ensure accountability.
