Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Provides that Department has the power to expend moneys appropriated to the Department from the Park and Conservation Fund in the State treasury for furtherance of the Department's programs or for use by the Department for the Department's normal operations and for the construction and maintenance of State owned, leased, and managed sites (rather than the ordinary and contingent expenses of the Department). Amends the State Finance Act. Provides that the Comptroller shall order transferred and the Treasurer shall transfer from the Park and Conservation Fund Account in the Build Illinois Fund to the Park and Conservation Fund 1/12 of $10,000,000, plus any cumulative deficiency in those transfers for prior months, for any purposes (rather than Conservation and Park purposes) as enumerated in Section 805-420 of the Department of Natural Resources (Conservation) Law or for the same purposes as specified in any other State general obligation bond Act. Amends the Illinois Vehicle Code. Provides that the moneys deposited in the Park and Conservation Fund shall be used as provided for in Section 805-420 of the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois (rather than for the development and acquisition of bike paths).

Amends the Property Tax Code. In provisions concerning the valuation of wind energy devices, provides that, for taxable year 2027 and thereafter, the real property cost basis is $588,000 per megawatt of nameplate capacity (currently, $360,000 per megawatt of nameplate capacity). In provisions concerning the valuation of solar energy systems, provides that, for taxable year 2027 and thereafter, the real property cost basis is $446,000 per megawatt of nameplate capacity (currently, $218,000 per megawatt of nameplate capacity). Effective immediately.

Amends the Healthy Forests, Wetlands, and Prairies Act. Provides that all grants issued under the Act shall be cost-share grants. Provides that the cost-share approved by the Department of Natural Resources may include in-kind contributions of the applicant. Provides that grants issued under the Act may be used as matching funds for federal grant awards whose purpose is in line with the Act.

Amends the Downstate Forest Preserve District Act. Provides that the Board of the Kendall County Forest Preserve District may impose a tax upon all persons engaged in the business of selling, including leasing, tangible personal property, other than personal property titled or registered with an agency of this State's government, at retail in the county on the gross receipts from the sales made in the course of business to provide revenue to be used by the forest preserve district in that county for general forest preserve district purposes. Provides that the tax may not be imposed on tangible personal property taxed at the 1% rate under the Retailers' Occupation Tax Act. Provides that the tax shall not be imposed on sales of aviation fuel for so long as the revenue use requirements are binding on the board. Provides that the tax and all civil penalties that may be assessed as an incident of the tax shall be collected and enforced by the Department of Revenue. Amends the State Finance Act. Designates the Special Forest Preserve District Retailers and Service Occupation Tax Fund as a special fund in the State Treasury. Makes other changes. Effective immediately.

Makes appropriations for the ordinary and contingent expenses of the Department of Natural Resources for the fiscal year beginning July 1, 2026, as follows: General Funds $97,945,800; Other State Funds $479,723,783; Federal Funds $51,126,622; Total $628,796,205.

Amends the Illinois Finance Authority Act. Provides that the Illinois Finance Authority shall have power to issue revenue bonds for energy storage projects that seek State-level energy storage credits or utility cost recovery. Provides that the Authority shall coordinate with the Illinois Power Agency to ensure that the financing terms of the revenue bonds are structured to minimize costs to State ratepayers. In provisions concerning Clean Coal, Coal, Energy Efficiency, PACE, and Renewable Energy Project financing, provides that bonds issued by the Authority shall be limited obligations of the Authority and payable solely from the revenues and receipts derived from the energy storage projects for which the bonds are issued. Requires the bonds to contain on their face a certain statement. Amends the Illinois Power Agency Act. In provisions concerning the Planning and Procurement Bureau, provides that an energy storage project shall not be eligible for the procurement of energy storage credits under provisions concerning the equity accountability system unless the owner or developer of the energy storage project demonstrates, as a condition of bid eligibility, that the energy storage project's long-term debt financing is secured through bonds issued by the Authority. Provides that the Agency shall not execute any procurement plan or enter into contracts for energy storage or renewable energy credits that would result in the average retail customer's bill exceeding cost-control caps set forth in certain provisions of the Public Utilities Act, unless the excess amount is approved by the General Assembly. Amends the Public Utilities Act. Requires the Illinois Commerce Commission to conduct an annual Energy Affordability and Rate Impact Study. Sets forth requirements for the content of the Study. In provisions concerning distributed generation rebates, provides that, if a Multi-Year Integrated Grid Plan or any subsequent integrated resource plan submitted by a utility or the Commission includes a proposal to increase, suspend, or otherwise exceed any existing statutory rate caps or cost-control benchmarks in certain provisions of the Act, such adjustment shall not take effect unless specifically approved by a joint resolution of the General Assembly. Amends the Environmental Protection Act by repealing provisions concerning greenhouse gases. Makes other changes. Effective immediately.

Amends the Open Space Lands Acquisition and Development Act. Provides that, notwithstanding any other provision of law, moneys in the Open Space Lands Acquisition and Development Fund may not be appropriated, assigned, or transferred to another State fund. Effective immediately.

Creates the Household Hazardous Waste Stewardship Act. Requires that manufacturers implement a stewardship plan, beginning January 1, 2028, and establishes related prohibitions. Requires a manufacturer to establish, fund, and implement a stewardship program individually or collectively as part of a stewardship organization, with certain funding requirements. Lists other manufacturer and stewardship organization obligations and requirements. Requires each manufacturer who sells covered products in the State to register with a stewardship organization by April 1, 2027, and annually thereafter, and subsequently also with the Environmental Protection Agency. Requires stewardship organizations to post certain information on a website by January 1, 2028. Prohibits a manufacturer from selling a covered product, beginning in program year 2028, unless the manufacturer is registered and operates a stewardship program or is part of a stewardship organization. Requires stewardship organizations to jointly prepare, no later than January 1, 2027, a household hazardous waste needs assessment. Prohibits a retailer from selling a covered product unless the manufacturer is identified as a participant in a stewardship organization with an approved stewardship plan. Requires collection sites to keep certain records and provide certain data. Lists requirements and procedures for stewardship plans. Lists collection convenience standard requirements. Requires each stewardship organization to jointly submit, by June 1, 2029, and annually thereafter, a report to the Agency. Requires a stewardship organization to pay an annual fee to the Agency and lists responsibilities of the Agency. Exempts activities under the Act from antitrust laws. Allows the Agency to adopt rules. Provides civil penalties for violations. Specifies that it is a Class 4 or Class 3 felony to make a fraudulent material statement to the Agency under the Act. Allows for collection of covered products using a premium collection service. Makes findings. Defines terms. Effective immediately.

Appropriates $2,000,000 to the Department of Natural Resources for grants to fund wetland protection, enhancement, and restoration projects. Effective July 1, 2026.

Creates the Privately-Owned Carbon Capture Device Rebate Act. Establishes a rebate program administered by the Environmental Protection Agency for eligible purchasers of privately-owned carbon capture devices that use biological processes, including microalgae photosynthesis, for residential use. Lists eligibility criteria for applicants and devices. Provides rebate amounts and timelines, prioritizing low-income applicants. Requires ownership and residency conditions and sets limits on rebate frequency. Authorizes auditing and reimbursement for noncompliance. Imposes a 5% user fee on device sales to fund rebates. Creates the Privately-Owned Carbon Capture Device Rebate Fund in the State treasury and amends the State Finance Act to add the Fund. Grants rulemaking authority to the Agency and the Department of Revenue. Effective immediately.
