Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may impose a tax upon all persons engaged in the business of acting as a resale facilitator within the municipality. Provides that the tax may not be imposed on (i) the original sale of a ticket or license by the owner, operator, or manager of an amusement, either directly or through a third party; (ii) the resale of a ticket or license to a ticket broker registered with the Office of the Secretary of State under the Ticket Sale and Resale Act; or (iii) the resale of a ticket or license by a ticket broker to another ticket broker registered with the Office of the Secretary of State under the Ticket Sale and Resale Act.

Creates the Local Government Surplus Funds Limitation Act. Provides that no taxing district, other than a municipality with a population of less than 10,000 inhabitants, may hold more than 200% of the amount of the municipality's tax collections from the previous fiscal year in cash or cash-equivalent assets. Provides that, if, at the end of any fiscal quarter, the taxing district has more than that amount in cash or cash-equivalent assets, then the excess amount shall be refunded to taxpayers pro rata based on each taxpayer's percentage of the total levy for the previous year. Preempts the concurrent exercise of home rule powers. Effective immediately.

Limits the definition of "commercial operations" to exclude agritourism operations, agricultural properties, agribusinesses, agritourism activities, agricultural experiences, and pollution control facilities.

Amends the State Mandates Act. Provides that any State mandate regarding any subject matter enacted on or after the effective date of the amendatory Act that necessitates additional expenditures from local government revenues shall be void and unenforceable unless the General Assembly makes necessary appropriations to implement that mandate. Provides that the failure of the General Assembly to make necessary appropriations shall relieve the local government of the obligation to implement any State mandate. Makes conforming changes. Effective immediately.

Amends the Illinois Municipal Code. In provisions relating to preemption of certain taxes in home rule municipalities, provides that nothing in the provisions shall prevent a tax based upon the number of units of cigarettes, on other tobacco products, or both if the home rule municipality imposed a tax either based on the number of units of cigarettes or on other tobacco products before July 1, 1993 (rather than, if a home rule municipality had not imposed a tax based on the number of units of cigarettes or tobacco products before July 1, 1993, the home rule municipality may not impose such a tax after that date).

SB 2800 prevents local governments (cities and counties with home rule status) from regulating, licensing, or taxing sports wagering (sports betting). It explicitly states that these powers are exclusively held by the state of Illinois under the Sports Wagering Act. The bill denies local units the authority to impose fees, surcharges, or taxes on sports betting activities or related receipts. This change takes effect immediately upon the bill becoming law.

Amends the Township Code. Provides that a township that maintains public parks pursuant to the Township Parks Article of the Township Code shall have, in addition to the rights, powers, and obligations granted to townships under the Township Code, all the rights, powers, and obligations of a park district organized under the Park District Code, except the authority to levy taxes pursuant to Taxing Powers Article of the Park District Code.
