Amends the Statute on Statutes. Provides that any reference to the term "electronic data processing" in any statute of the State, any rule adopted by an administrative agency of the State, or any appropriations Act of the State includes information technology as defined in a specified provision of the State Finance Act. Amends the State Finance Act. Replaces the term "electronic data processing" with "information technology". Provides that, upon written approval by the Office of the Comptroller, a State agency may submit electronic travel vouchers under procedures and controls prescribed by the Comptroller. Effective immediately.
Amends the Department of Transportation Law. Provides that, in counties with a population of more than 3,000,000, a lease for pedestrian infrastructure over a State highway initially entered into within one year after the effective date of the amendatory Act may be for a period of time no longer than 35 years. Provides that the land or property shall be leased by the Department of Transportation at fair market value and meet all other statutory requirements.
Amends the Zoning Division of the Illinois Municipal Code. Removes a provision giving the corporate authorities in each municipality the power to classify, to regulate, and to restrict the use of property on the basis of family relationship. Provides that the powers enumerated in provisions relating to zoning powers of a municipality may not be used in any way that violates or otherwise contradicts any other applicable State or federal law, including the federal Fair Housing Act and the Americans with Disabilities Act. Prohibits a municipality from adopting zoning regulations that prohibit 2 or more individuals who are not related by blood from living together in the same residence. Provides that a municipality may not adopt zoning regulations that prohibit the creation of a community-integrated living arrangement or housing for a community-integrated living arrangement. Limits home rule powers.

Urges the IDEC to specifically study: (1) ways to combine the multiple required trainings and certifications, including absorbing the permit requirement as part of the license, into a single training or certification that can be conducted by a properly trained IDEC employee in fewer visits rather than by employees of outside agencies and businesses, such as fire safety, radon, and lead testing; and (2) how to ensure that the detailed requirements on nutrition, activities, and toys are not used to penalize or deny license renewals based on technical violations when the day care provider is in substantial and good faith compliance with the requirements. Urges the IDEC to issue a report with their findings on these items to the General Assembly by December 31, 2027.

Urges Illinois Health Information Management Association (ILHIMA) to form a working group to evaluate the following: (1) Patient identity challenges across care settings, including acute care, ambulatory, long-term care, public health, and others; (2) Data quality issues that impact matching accuracy, including data capture, standardization, and governance; (3) Operational, workflow, and policy factors influencing patient identification; (4) Interoperability and information exchange considerations; (5) Workforce, education, and best-practice gaps; and (6) Existing state and federal initiatives related to patient identity. Urges this working group to focus on drafting a comprehensive set of recommendations that include potential legislative suggestions designed to improve and expand on the aforementioned items for evaluation in relation to patient identity, data quality, privacy, and information governance. Requests the working group's findings and recommendations to be presented to the Illinois General Assembly to help inform legislative efforts aimed at better supporting the needs of ILHIMA and patients while ensuring patient safety, privacy, and data integrity.
