Urges the following steps be taken in regard to the Benin Bronzes: (1) an official request for the return and sharing of the Benin Bronzes, (2) the establishment of the Repatriation Committee, (3) the formation of an inventory and comprehensive documentation, (4) the development of a decision-making process, (5) the development of a sharing framework, (6) the collection of resale royalties, (7) the allocation of adequate resources from museum exhibit, loan, and resale royalty fees, (8) the initiation of programs and initiatives to bring heirs of the enslaved and the Benin Kingdom together for healing and reconciliation, and (9) the cooperation of heirs. Urges all nations, stakeholder museums, and collectors to support and adhere to this resolution, recognizing the importance of equitable sharing, redress, and healing in the context of the Benin Bronzes.

Amends the College and Career Success for All Students Act. Requires an International Baccalaureate teacher to obtain appropriate training, subject to appropriation. Provides that International Baccalaureate training to teachers in Illinois high schools must provide teachers of International Baccalaureate courses with the necessary content knowledge and instructional skills to prepare students for success in International Baccalaureate courses and examinations and provide administrators, including principals and counselors, with professional development that will enable them to create strong and effective International Baccalaureate programs in their schools. Provides that the AP exam fee reduction program also applies to fees charged for an International Baccalaureate Diploma Programme subject.
Creates the Neurodegenerative Disease Patient Protection and Progress Act. Requires the Department of Public Health to convene a Neurodegenerative Disease Advisory Council within the Department. Sets forth provisions concerning the membership of the Advisory Council, terms of the members, meetings of the Advisory Council, and administrative support, and duties of the Advisory Council Provides that the Director of Public Health shall designate or hire a full-time Neurodegenerative Disease Coordinator within the Department to implement and administer the Act. Requires the Coordinator, acting through and under the supervision of the Director, and with input from the Advisory Council, to develop and publish a State plan to address neurodegenerative diseases. Sets forth required components of the Plan. Establishes a voluntary statewide clinical and population registry to collect de-identified information and, with the patient's informed consent, limited identifying information, to (i) improve understanding of burden imposed by neurodegenerative diseases, natural history, and outcomes, (ii) facilitate public health planning and service delivery, and (iii) support research consistent with applicable privacy protections. Establishes the Neurodegenerative Disease Research Support And Grant Fund to make grants to public or private not-for-profit entities for the purpose of conducting neurodegenerative disease research. Sets forth provisions concerning equity and rural access; coordination with federal programs, academic centers, and private partners; reporting; limitations; and rulemaking. Amends the State Finance Act to make a conforming change. Effective immediately.
Creates the Economic Stabilization and Resilience Commission Act. Creates the Economic Stabilization and Resilience Commission to research and recommend strategies to disburse resources to deliver rapid liquidity to businesses affected by immigration enforcement disruptions. Sets forth provisions concerning membership and meetings. Provides that, no later than December 31, 2027, the Commission shall create a report and submit it to the Governor and the General Assembly containing specified findings and recommendations. Effective immediately.
Amends the Illinois Emergency Management Agency Act. Provides that the Illinois Emergency Management Agency and Office of Homeland Security may make grants for the purpose of promoting public safety radio interoperability if the use of the funds is consistent with standards set forth by the Illinois Statewide Interoperability Executive Committee under Section 10 of the Illinois State Police Radio Act and may adopt such rules as necessary to implement these grants. Provides that in awarding grants for the purpose of promoting public safety radio interoperability, priority shall be given first to public safety agencies with jurisdiction in areas without land mobile radio communication interoperability in counties with a population under 75,000. Provides that only public safety agencies using technology that is P25 CAP-verified (Project 25 Compliance Assessment Program) and complies with the current version of the SAFECOM Guidance on Emergency Communications Grants issued by the Cybersecurity and Infrastructure Security Agency (CISA) shall be eligible for grants.
Amends the Property Tax Code. Provides that no interest or penalties shall be imposed with respect to property that is included in a decedent's probate estate at the time of a delinquency if the representative of the decedent's estate applies with the county treasurer for a waiver of those amounts and is granted that waiver. Provides that the waiver shall apply beginning on the date of the decedent's death until the earlier of either: (i) the date on which the property is sold, transferred, or conveyed or (ii) the date on which the estate is closed.
Amends the Illinois Municipal Code. Provides that the municipal hotel operators' tax and municipal hotel use tax in Dupage County are repealed on January 1, 2029 (rather than January 1, 2027).
