BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the two Houses shall convene in Joint Session on Wednesday, April 9, 2003 at the hour of 12:00 o'clock noon, for the purpose of hearing his Excellency Governor Rod Blagojevich present to the General Assembly his Budget Message for the Fiscal Year 2004, as required by Chapter 127, Section 28, of the Constitution of the State of Illinois.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide that if a policy provides coverage for prescription drugs approved by the Food and Drug Administration for the treatment of impotency, then the policy must provide coverage for prescription drugs for the prevention of pregnancy. Also requires coverage under those Acts to include coverage for a federally approved AIDS vaccine, prescription nutritional supplements, physician prescribed or ordered pain medication, and intravenous feeding. Amends the State Mandates Act to require implementation without reimbursement.
Creates the Boards and Commissions Act of 2003. Contains only a short title provision.
Amends the Juvenile Court Act of 1987 and the Adoption Act. Provides that in any proceeding on a petition (1) seeking a finding that a minor is neglected, abused, or dependent or (2) seeking a finding that a parent is unfit and that it is in the best interest of the child to terminate parental rights, the parent may demand a trial by jury.
Amends the General Obligation Bond Act. Makes technical changes in a Section concerning the short title of the Act.
Amends the Wildlife Code. Permits the use of handguns during the open season for deer. Provides that any centerfire handguns of .30 caliber or larger with a minimum barrel length of 4 inches may be used. Provides that the only legal ammunition for a centerfire handgun is a cartridge of .30 caliber or larger with a capability of at least 500 foot pounds of energy at the muzzle. Prohibits the use of full metal jacket bullets. Provides that the Department of Natural Resources shall make administrative rules concerning management restrictions applicable to the firearm and bow and arrow season. Effective immediately.
Urges the U.S. Postal Service to issue a first-class stamp with the silver ribbon symbol to increase awareness of brain injuries and disabilities and to help fund research for brain injuries and disabilities.
Amends the General Obligation Bond Act and the School Construction Law. Increases by $1,000,000,000 the amount of General Obligation Bonds authorized to be sold for grants to school districts for school improvement projects authorized by the School Construction Law. Distributes the increased authorization in year 8 of the schedule. Requires the State Board of Education to submit an annual capital plan to the General Assembly, based on the 5-year capital needs of school districts. Effective immediately.
Amends the Department of Revenue Law of the Civil Administrative Code of Illinois and the State Finance Act. Authorizes the Department to collect reasonable charges for geographic information system products and related services. All moneys received from these charges shall be deposited into the Geographic Information System Fund. Creates the Fund. Provides that moneys in the Fund shall be appropriated to the Department for (i) the development, expansion, and maintenance of its geographic information system and (ii) expenses connected with the production and maintenance of those information products and services.
Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that the court may not revoke an emergency, interim, or plenary order of protection or impose sanctions against the petitioner solely for the reason that the petitioner returned to the household of the respondent or did not stay away from the respondent. Provides that if the petitioner voluntarily seeks the termination of an order of protection, he or she shall not be prohibited from filing for another order of protection against the same respondent.
Amends the Illinois Human Rights Act. With respect to real estate transactions, prohibits discrimination on the basis of source of income.
Amends the Transportation Article of the School Code. Allows a school board to provide free transportation for any pupil residing within one and one-half miles from the school attended where conditions are such that walking constitutes a serious hazard due to a situation seriously affecting student safety. Effective immediately.
