Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Changes the graduation requirements to a program of 1500 hours (from a total of 1500 hours) to conform with other references throughout the Act. Provides that a majority of members of the Barber, Cosmetology, Esthetics, and Nail Technology Committee then appointed constitutes a quorum. Provides that a majority of the quorum is required for a Committee decision. Amends the Electrologist Licensing Act. Lowers the number of continuing education units in electrology an applicant for licensure must show to qualify for a license without meeting all of the regular requirements for licensure. Effective immediately.
Creates the Voting by Minors Act. Requires the State Board of Elections and State Board of Education to jointly develop a program under which kindergarten through 12th grade students in participating school districts located in participating counties vote in a simulated election conducted at actual polling places in conjunction with the 2004 general election. Provides that implementation of the program shall be accomplished with volunteers and private funding. Requires the State Board of Elections and State Board of Education to develop an educational component of the program to be offered to the schools of participating districts and to adopt rules preparatory to the program's implementation. Specifies reporting and timetable requirements. Effective immediately.
Amends the Liquor Control Act of 1934. Provides that the Illinois Liquor Control Commission shall not issue a license to a person who does not have a certain minimum amount of liquor liability insurance coverage.
Amends the Department of Veterans Affairs Act. Provides that the Department shall make grants from the Asthma and Research Fund to the Asthma Clinical Research Center program administered by the American Lung Association. Amends the State Finance Act to create the Asthma and Lung Research Fund. Amends the Illinois Income Tax Act. Provides that the Department of Revenue shall print on its standard individual income tax form a provision indicating that if the taxpayer wishes to contribute to the Asthma and Lung Research Fund, he or she may do so by stating the amount of the contribution on the return and that the contribution will reduce the taxpayer's refund or increase the amount of payment to accompany the return. Effective immediately.
Amends the School Code. In a Section concerning the identification, evaluation, and placement of children with disabilities, provides that if a child is deaf, hard of hearing, blind, or visually impaired and he or she might be eligible to receive services from the Illinois School for the Deaf or the Illinois School for the Visually Impaired, the school district shall notify the parents or guardian, in writing, of the existence of these schools and the services they provide. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Good Samaritan Energy Plan Act. Contains only a short title provision.
Amends the Illinois Controlled Substances Act. Makes grammatical changes in the statute relating to the unlawful delivery of a controlled substance to a pregnant woman.
Amends the Metropolitan Water Reclamation District Act. Increases the amount of debt that the District may issue during a budget year, from $100,000,000 to $150,000,000. Effective immediately.
Amends the Illinois Not-For-Profit Dispute Resolution Center Act. Provides that a qualified center must provide mediation services at no charge in connection with disputes referred from the court system (instead of at no charge to disputants who agree to use the services). Provides that rules of the Chief Judge apply only to disputes referred from the court system.
Amends the Rights of Crime Victims and Witnesses Act and the Open Parole Hearings Act. Requires the Prisoner Review Board to establish a toll-free number that may be accessed by the victim of a violent crime to present information for consideration by the Board at the parole hearing or at a proceeding on determining conditions of mandatory supervised release or at a hearing on revocation of mandatory supervised release of a person sentenced to a determinate sentence who committed the crime against the victim. Effective immediately.
Amends the State Fairgrounds Act. Provides that the Department of Agriculture may arrange, organize, and hold events on the Springfield and DuQuoin fairgrounds for any purpose that the facilities and fairgrounds can accommodate. Authorizes the Department to charge and collect fees associated with the events. Effective immediately.
Amends the Counties Code. Provides that no fine or penalty imposed by a county board, except certain civil penalties, shall exceed $1,000 (now, $500).
