ATF Accountability Act of 2021 This bill establishes a federal statutory process for licensed gun dealers, importers, or manufacturers to appeal a ruling or determination by the Bureau of Alcohol, Tobacco, Firearms and Explosives.
Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types. The Government Accountability Office must report on the resulting utilization and effectiveness of such tests.
Protecting the Right to Keep and Bear Arms Act of 2021 This bill prohibits (1) the President or the Department of Health and Human Services from declaring emergencies or disasters for the purpose of imposing gun control; and (2) a federal officer or employee, or person operating under color of federal law, from banning the manufacture, sale, or transfer of firearms or ammunition while acting in support of relief from a major disaster or emergency.
This resolution offers the condolences of the Senate regarding the death of Senator David Henry Gambrell and honors his life and legacy.
This resolution recognizes the historical significance of Dr. Andrei Dmitrievich Sakharov and his work to promote human dignity and political freedom in the Soviet Union and around the world.
Secure Rural Schools Reauthorization Act of 2021 This bill extends through FY2023 payments made to states and eligible counties containing certain federal land under the Secure Rural Schools and Community Self-Determination Act of 2000. The Department of the Interior and the Department of Agriculture shall carry out a pilot program to allow the Chief of the Forest Service or the Director of the Bureau of Land Management to nominate members of resource advisory committees. County funds may be used to provide or expand access to (1) broadband telecommunications services at local schools, or (2) the technology and connectivity necessary for students to use a digital learning tool at or outside of a local school campus. Any county funds that were obligated by a county before October 1, 2017, but are unspent on October 1, 2020, may be used by the county for any authorized use and shall be available for projects initiated after October 1, 2020. No county funds may be used for lobbying activity, regardless of the purpose for which the funds are obligated on or before the enactment of this bill.
This resolution addresses issues regarding Jews in the United States and anti-Israel rhetoric. Specifically, the Senate condemns hatred and violence against Jews; denounces the anti-Israel rhetoric of elected officials; rejects as biased, incomplete, and inaccurate information promulgated by the news media in the United States about Israel and the Israeli government's efforts to protect its citizens from terrorism; celebrates the contributions of American Jews to our nation, culture, values, and way of life; and reaffirms its intent to ensure that Jews in the United States are treated with dignity and respect and receive the full protection of the law owed to them as U.S. citizens.
This bill establishes a pilot program for deploying economic response teams that provide emergency technical assistance and support to a partner country subjected to the threat or use of coercive economic measures by a U.S. adversary. These teams also play a liaison role between the legitimate government of a partner country and the U.S. government. To carry out the program, the Department of State must identify U.S. government personnel across multiple departments who have relevant expertise to serve on teams and provide logistical and institutional support for the program and its teams. To deploy a team, the President must declare, and notify Congress of, a coercive economic emergency (i.e., an unusual and extraordinary economic coercive threat to a partner country made by a U.S. adversary). The initial deployment may last for up to 180 days; the President may extend a deployment by submitting to Congress a justification for the extension in the interest of national security. The State Department must provide to Congress an initial report following the establishment of the program and a subsequent report about its first year of operation. Authority for the program terminates on December 1, 2026.
Dentist and Optometric Care Access Act of 2021 or the DOC Access Act of 20 21 This bill prohibits private health insurance plans from setting rates for items and services, except for dental cleanings, provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. Such doctors may elect to waive the application of the payment amount and choice of laboratories provisions of this bill. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.
