S 16: Protecting Life on College Campus Act of 2023

S 16, the Protecting Life on College Campus Act of 2023, prohibits federal funding for colleges and universities that host campus health clinics providing abortion drugs or abortions to students or employees. It requires these institutions to submit annual certifications confirming their clinics do not offer such services, with funding eligibility contingent on this compliance. The bill defines "abortion drugs" broadly as any medication intended to terminate a pregnancy (excluding specific medical exceptions), and clarifies that campus health clinics - not hospitals - are covered under this restriction. This policy directly affects public and private institutions of higher education receiving federal funds, altering their funding eligibility based on campus health service offerings.

S 7: A bill to authorize an additional district judgeship for the district of Idaho.

This bill authorizes the President to appoint one additional federal district judge for Idaho's U.S. District Court, requiring Senate confirmation. It directly affects Idaho's federal judiciary by increasing its staffing capacity. The bill also includes a minor technical update to a federal court staffing table in Title 28 of the U.S. Code to reflect the new judgeship position. This is a procedural change focused solely on court staffing, with no broader legal or policy implications.

S 18: Protecting Individuals with Down Syndrome Act

This bill prohibits abortions performed specifically because a prenatal test or diagnosis indicates the unborn child has Down syndrome. It makes it a federal crime for medical providers to perform such abortions, with potential penalties of up to five years in prison or fines, and allows civil lawsuits by affected individuals (like parents or the woman) seeking damages. The law requires medical professionals to report suspected violations to law enforcement and mandates courts to protect the privacy of women seeking such abortions. It explicitly states the bill does not create a right to abortion or affect existing abortion access, focusing solely on banning disability-based abortion decisions.

S 13: Protect Funding for Women's Health Care Act

The Protect Funding for Women's Health Care Act prohibits federal funding for Planned Parenthood Federation of America and its affiliates, clinics, subsidiaries, or successors. It redirects these funds to other eligible health care providers - including community health centers, hospitals, and clinics that serve underserved populations - to ensure continued access to services like contraception, cancer screenings, prenatal care, and STI testing. The bill explicitly states it does not alter existing abortion funding restrictions or reduce overall federal support for women’s health services. This policy change aims to maintain funding availability for essential women’s health care while shifting resources away from Planned Parenthood.

HR 330: Title X Abortion Provider Prohibition Act

HR 330, the Title X Abortion Provider Prohibition Act, prohibits federal funding under the Title X family planning program for clinics that perform or fund abortions, except in cases of rape, incest, or when a physician certifies a life-threatening condition. It requires clinics receiving Title X funds to certify they do not provide or fund abortions (with the specified exceptions), and hospitals are exempt if they don't fund non-hospital abortion providers. The bill mandates annual reports to Congress listing all funded clinics, the number of abortions performed under exceptions (including rape/incest cases), and the certification dates for each clinic. This directly affects Title X-funded clinics nationwide that provide abortion services or fund such services, altering their eligibility for federal funding. The law aims to restrict federal support for abortion access within the Title X program while maintaining limited exceptions.

HR 337: GAS Act

The GAS Act (HR 337) prohibits any federal agency from banning the sale or use of gas-burning stoves in the United States. This applies to all agencies defined under federal law, including the Environmental Protection Agency and Consumer Product Safety Commission. The bill directly blocks agencies from enacting new regulations that would restrict gas stoves, preventing future regulatory actions. It does not affect existing stove sales or current agency authority but sets a clear restriction on future rulemaking.

HR 269: To authorize an additional district judgeship for the district of Idaho.

HR 269 would add one federal district judge position for the U.S. District Court in Idaho, increasing its authorized judgeship count from two to three. The bill requires the President to appoint the new judge, subject to Senate confirmation, to handle the court's caseload. It also updates the official table in federal law (Title 28, U.S. Code) to reflect this change in Idaho's authorized judgeships. This is a procedural adjustment to court staffing, not a policy change affecting the public.

HJRES 12: Proposing a balanced budget amendment to the Constitution of the United States.

H.J.Res. 12 proposes a constitutional amendment requiring the federal government to balance its budget annually, meaning spending cannot exceed revenue except under specific circumstances. It would directly affect Congress and the President by mandating that annual budgets must not exceed revenue, with exceptions requiring a 3/5 vote in both chambers of Congress or a military conflict waiver approved by a joint resolution. Key provisions include prohibiting increases to the national debt without a 3/5 congressional vote, requiring the President to submit a balanced budget proposal each year, and defining "receipts" to exclude borrowing. The amendment would take effect five years after ratification by 38 states (three-fourths of states) and includes limited waivers for declared wars or imminent national security threats. This is a procedural constitutional change, not a spending bill, and would fundamentally alter federal budgeting processes.
