Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2021 or the DISCLOSE Act of 2021 This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals and requiring additional disclosures of campaign expenditures. First, the bill prohibits foreign nationals from participating in the decision-making process regarding an election expenditure. Additionally, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda. The Federal Election Commission (FEC) must conduct an audit after each federal election cycle to determine the incidence of illicit foreign money. Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the FEC to disclose campaign expenditures of more than $10,000 during an election cycle.

Redistricting Reform Act of 2021 This bill sets forth requirements for congressional redistricting. Specifically, the bill requires that congressional redistricting be conducted in accordance with a plan developed by (1) a state-established independent commission; or (2) if such a commission does not enact a plan, a three-judge panel from a U.S. District Court. This requirement does not apply to a state that has a plan developed and approved by an independent redistricting commission that complies with specified requirements. The bill outlines the criteria for a redistricting plan, including that the plan shall not unduly favor or disfavor any political party. Further, the bill establishes the requirements for appointing members to a state-established independent redistricting commission, including diversity requirements. The Government Accountability Office must report on the extent to which these commissions meet the diversity requirements. Next, the bill prohibits a state where the congressional districts have been redistricted from carrying out another redistricting until after the next apportionment of Representatives following a decennial census, unless a court requires the state to conduct a subsequent redistricting to comply with the Constitution, the Voting Rights Act of 1965, or the provisions of the bill. The bill also directs the Election Assistance Commission to make payments to states to carry out congressional redistricting.

September 11 Transparency Act of 2021 This bill requires declassification reviews of certain documents related to investigations into the terrorist attacks on September 11, 2001. The Office of the Director of National Intelligence, the Department of Justice, and the Central Intelligence Agency must complete reviews of certain documents by deadlines specified in the bill.

Harlem Hellfighters Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 369th Infantry Regiment, commonly known as the Harlem Hellfighters, in recognition of their bravery and outstanding service during World War I.

This concurrent resolution recognizes the disparity in wages paid to Black women and its impact on women, families, and the nation, and reaffirms Congress' support for ensuring equal pay and closing the gender wage gap.

This resolution expresses the condolences of the Senate regarding the death of the Honorable Carl Levin, former Senator for Michigan.

This bill extends through October 18, 2021, the order issued by the Centers for Disease Control and Prevention (CDC) titled Temporary Halt in Residential Evictions To Prevent the Further Spread of COVID-19 and published on September 4, 2020. The bill also permits the CDC to further extend the order as it determines necessary.

This resolution expresses the condolences of the Senate regarding the death of the Honorable Mike Enzi, former Senator for Wyoming.

This resolution designates August 11, 2021, as Hip Hop Celebration Day, August 2021 as Hip Hop Recognition Month, and November 2021 as Hip Hop History Month. The resolution recognizes the contributions of Hip Hop to art and culture. Finally, the resolution encourages local governments to build partnerships with local Hip Hop entities and other members of the creative arts and music communities.

This resolution authorizes the Senate Legal Counsel to represent the Senate Committee on Armed Services and Thomas Kirk McConnell in the case of AO Alfa-Bank v. John Doe, et al . The resolution also authorizes Elizabeth King, Majority Staff Director of the Senate Committee on Armed Services, to provide a limited declaration sufficient to demonstrate the applicability of the Speech or Debate Clause privilege in this matter without waiving the committee's privilege.
