RELATING TO ARTIFICIAL INTELLIGENCE.

Requires corporations, organizations, or individuals engaging to commercial transactions or trade practices to clearly and conspicuously notify consumers when the consumer is interacting with an artificial intelligence chatbot or other technology capable of mimicking human behaviors. Authorizes private rights of action. Establishes statutory penalties.

RELATING TO IMMIGRATION.

Establishes the Immigration Services Trust Fund to support immigration-related matters within the Office of Community Services. Requires the Department of Labor and Industrial Relations to submit annual reports to the Legislature on the accounting of expenditures of the Fund. Appropriates funds.

RELATING TO REMOTE WORK ASSESSMENTS.

Requires the Comptroller, in coordination with the Department of Human Resources Development, to periodically assess telework-eligible allocations of employees of certain state executive branch departments and agencies. Requires the first assessment and notification to be completed by 6/30/2026. Establishes a position within the Department of Accounting and General Services. Appropriates funds. Effective 7/1/2491. RELATING TO EMERGENCY MANAGEMENT.

Requires the Department of Transportation to plan and design an expansion of the runway at Molokai Airport to accommodate larger aircraft. Requires the Department of Transportation to submit a report to the Legislature. Appropriates funds. Effective 7/1/2077. (SD1)

RELATING TO FIREARMS.

Amends the prohibition on certain assault weapons to include .50 caliber rifles and assault weapon attachments. Modernizes the prohibition on assault pistols to include pistols with one or more prohibited feature. Prohibits firearms other than pistols with a detachable magazine with over a twenty-round capacity. Prohibits persons from bringing or causing to be brought into the State a .50 caliber rifle or assault weapon attachment. Prohibits the sale or transfer of a .50 caliber rifle or assault weapon attachment in the State, unless the .50 caliber rifle or assault weapon attachment is sold or transferred to an authorized individual. Creates exceptions for the acquisition and possession of prohibited firearms for members of law enforcement and the military.

RELATING TO WILDFIRES.

Establishes the Hawaii Wildfire Relief Fund and Hawaii Wildfire Relief Fund Corporation within the Department of Commerce and Consumer Affairs to provide compensation for property damage resulting from catastrophic wildfires in the State. Requires reports to the Legislature and Governor. Appropriates funds.

RELATING TO EMERGENCY MANAGEMENT.

Establishes the eighth day of August of each year as "Hawaii Disaster Drill Day". Requires the Hawaii Emergency Management Agency, in coordination with all state departments and agencies, to conduct drills and perform other activities for that day. (SD1)

RELATING TO LICENSE PLATES.

Prohibits the operation of a motor vehicle with, possession, purchase, installation, sale, offer for sale, or distribution of license plate flipping devices. Establishes a $2,000 fine for each separate violation. Effective 7/1/2050. (SD1)

RELATING TO EDUCATION.

Beginning with the 2027-2028 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.
