Establishes that state medical use of marijuana as defined in section 329-121, Hawaii Revised Statutes, does not violate the federal classification of marijuana or federal marijuana regulations.

Appropriates funds to DOE to support the Turnaround Arts program in Hawaii in partnership with Hawaii Arts Alliance.
Requires both chambers of the legislature to implement rules to permit residents to present testimony through audiovisual technology. Appropriates moneys to establish audiovisual systems throughout the State.
Requires the department of land and natural resources to develop a department telephone hotline intake training program and upgrade its telephone hotline to enable the department to efficiently and effectively receive information and respond to information and reports relating to the department's duties and responsibilities. Requires the division of conservation and resource enforcement of the department of land and natural resources to enter into memoranda of understanding with other law enforcement agencies to provide twenty-four-hour service through an existing law enforcement dispatch center. Appropriates funds to the department of land and natural resources to upgrade its telephone hotline and establish four full-time equivalent (4.0 FTE) permanent civil service positions to provide intake services for the department of land and natural resources' telephone hotline twenty-four hours a day, seven days a week.
Adjusts the low-income household renters credit by increasing the maximum value of the credit amount to $150 per qualified exemption for households, and adjusts the income threshold to allow households with an adjusted gross income of less than $60,000 to claim the credit.
Establishes a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii. Appropriates funds.
Requires the Hawaii Health Authority (HHA) to submit an updated comprehensive health plan to the Legislature. Appropriates funds for the hiring of an executive director and other staff and other expenses necessary for HHA to carry out its duties and responsibilities.
Permits manufacturers of investigational drugs or biological products beginning on January 1, 2018 to make these drugs and products available to terminally ill patients under certain conditions, including while pending participation in the federal expanded access program.
Part II: Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next state or local general election to register and vote at the state or local primary election immediately preceding that state or local general election. Takes effect upon ratification of an appropriate constitutional amendment. Part III: Provides that in the case of an unopposed candidate in any state or local election, the candidate's name shall appear on the general election ballot.
Removes limits on the fees assessable by the counties for motor vehicle registration. Allows the counties to use the funds collected from such fees towards the beautification of highways and disposal of abandoned and derelict vehicles.
