Permits portions of the common areas of a planned community association to be conveyed, subjected to a security interest, or dedicated to the appropriate county or to the State, if at least eighty per cent of the members of an association agree in writing to that action. Limits the ability of the board of directors to impose excessive regular assessments or special assessments, except in emergency situations, without the approval of a majority of the members of an association.
Prevents the Public Utilities Commission (PUC) from approving power purchase agreements that prohibit the sale of energy to third parties or require utility consent to the sale of energy to third parties; provided that the PUC may approve a power purchase agreement for renewable energy, or any amendment, modification, or renewal thereof, that prohibits the sale of energy to third parties if the renewable energy will not be converted from electrical energy to another form of energy or will not be stored for later distribution to an electric utility.
Extends the sunset date of the Motion Picture, Digital Media, and Film Production Income Tax Credit to January 1, 2024. Provides stability and economic incentive predictability for the film industry.
Authorizes certified laboratories to test marijuana received from patients and primary caregivers.
Changes the amount deducted from the county surcharge on state tax to reimburse the State for costs of assessment, collection, and disposition from 10% of gross proceeds to the actual costs incurred by the State. Allows counties that have established a county surcharge on state tax to permanently extend the surcharge at a lower rate of 0.25%. Allows surcharge to be used for operating costs. Allows counties that have not yet established a surcharge to do so at a rate of 0.25%.
Establishes a single-payer universal health care insurance system and establishes the state health care insurance planning and financing authority to determine the costs of the system, necessary financing methods, and transition mechanisms. Requires that the functions, rights, powers, duties, and appropriations of the Hawaii health authority, DLIR as they relate to the prepaid health care act, and Hawaii employer union health benefits trust fund be transferred to the state health care insurance planning and financing authority. Specifies requirements regarding the state health care insurance planning and financing authority membership, membership appointment, voting, and duties. Repeals the Hawaii health authority. Appropriates funds to the state health care insurance planning and financing authority to establish and operate the single-payer universal health care insurance system.
