RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires the board of trustees of the Employees' Retirement System to reevaluate its existing future investments in coal, oil, natural gas, oil and natural gas services, and pipeline companies; divest, at appropriate times over the next five years, the public fund's holdings in any such companies that have not invested more in clean renewable energy sources, such as photovoltaics and wind power, than in fossil fuels or are not set up for favorable long term investment returns by having clear plans to abandon fossil fuels by 2030; search and evaluate potential future investment funds with indirect holdings devoid of coal, oil, natural gas, oil or natural gas services, and pipeline companies; and submit annual reports to the legislature.

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Requires that, beginning 1/1/2024, of the four seats on the office of Hawaiian affairs board of trustees without an island residency requirement, two shall require residency in an urban district and two shall require residency in a rural district. Requires one urban district candidate and one rural district candidate to be elected in any election cycle. Limits voting for board of trustees seats with a residency requirement to voters who have residency on the same island or in the same district. Changes the term of the member who receives the lowest number of votes in the 2022 general election to serve a term of two years and a term of four years after the general election of 2024. (SD1)

RELATING TO THE ENVIRONMENT.

Requires the clean water branch to perform water quality testing during brown water advisories as practicable and inform the public of health risks associated with water runoff during brown water advisories. Requires the department of health to consider environmental justice issues when making certain assessments and determinations. Appropriates funds for positions within the department of health. Effective 7/1/2050. (HD2)

RELATING TO TRANSPORTATION NETWORK COMPANIES.

Establishes requirements and permitting procedures for transportation network companies operating in the State. Makes permanent insurance requirements for transportation network companies and transportation network drivers. Effective 7/1/2050. (HD1)

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM.

Extends the nursing facility sustainability program to 2024. Specifies that the nursing facility sustainability fee limit is 5.5 per cent of overall net patient service revenue. Removes the per resident daily maximum fee of $20 for each facility. Specifies facilities that meet certain exceptions shall pay a reduced daily fee in comparison to other participating facilities. Allows nursing facilities to pay assessed fees within 60 days, instead of 30 days. Appropriates funds. Effective 7/1/2050. (SD1)
