RELATING TO CORRECTIONAL FACILITIES.

Repeals the authorization for the governor to negotiate with any person for the development or expansion of private in-state correctional facilities. Prohibits the establishment of private correctional facilities within the State. Allows the governor to enter into a contract with a private entity to construct correctional facilities on public or private lands for the benefit of the State if the facilities are operated by the Department of Public Safety. Repeals the authorization of the governor to enter into a contract with a private entity for the lease or purchase of correctional facilities the entity constructs. Effective 5/6/2137. (HD1)

RELATING TO INFRASTRUCTURE.

Requires public utilities to consider the disruption to transportation as a criterion in planning ongoing and future maintenance and new installation. Effective 7/1/2050. (HD1)

RELATING TO KULEANA LANDS.

Requires that claimants seeking to quiet title of kuleana land and original land titles that are land commission awards with a royal patent of confirmation which are based on claims to a right to the land before 1848 shall own more than fifty per cent of the land. Requires that the plaintiff bear the costs associated with resolving quiet title disputes. (SD1)

RELATING TO REGENERATIVE TOURISM.

Incorporates a regenerative framework into the State Planning Act by establishing objectives and policies for the visitor industry. (SD1)

RELATING TO EDUCATION.

Requires chairs of legislative committees to make certain determinations when bills directly affecting the moneys appropriated to the department of education are deliberated on by their committees and to place those determinations in the accompanying committee reports.

RELATING TO LIQUOR.

Beginning July 1, 2021, establishes a $0.10 per drink surcharge in addition to the liquor tax. Repeals June 30, 2024. (SD1)

Requires the Office of Planning to establish a Hawaii housing element. Requires the counties to zone for twice the estimated housing need over the next twenty years.

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.

Requires the Department of Labor and Industrial Relations to open at least one office in each county for claimants wishing to file for unemployment insurance in person. Requires state library employees to minimally assist claimants wishing to file for unemployment insurance using public access computers at the library. Requires the department of labor and industrial relations to hire or reassign staff to increase capacity of processing unemployment insurance claims. Requires the department to complete its computer upgrade and modification project within six months of this Acts passage.

RELATING TO REFORESTATION.

Amends and clarifies "renewable feedstocks" for purposes of the renewable fuels production tax credit to conform with federal statutes and the Environmental Protection Agency's directive.

RELATING TO THE STATE BUILDING CODE COUNCIL.

Requires all members of the state building code council to have significant experience and knowledge of building codes and the cost impacts of building code revisions. Adds two voting council members, representing the National Association of Industrial and Office Properties and the construction trade unions, respectively. Requires the council and its subcommittee to conduct a cost-benefit analysis prior to recommending state code amendments. Requires council members and the drafters of recommended state code amendments to disclose potential conflicts of financial interests. Requires the council to consult with builders of residential, commercial, and industrial buildings. Requires the council to adopt the International Building Code every six years starting with the 2018 edition. Makes a conforming amendment.
