Beginning July 1, 2021, requires the State or an appropriate county agency to approve, approve with modification, or disapprove an application for a permit necessary for the development, pre-development, construction, or substantial rehabilitation of a project within sixty-five days of submission. Provides for automatic permit approval if the State or respective county agency does not make a timely decision on the application.
Preserves competition within mobile app stores by protecting competition for the benefit of consumers and developers by preventing dominate app stores from distorting competition. Promotes healthy competition across the entire mobile app ecosystem.
Includes coercion as a means of committing the offense of sex trafficking. Removes the criminal statute of limitations for sex trafficking and promoting prostitution. Designates solicitation of a minor for prostitution as a form of sex trafficking. Specifies that sex trafficking of a minor is a strict liability offense. Repeals the offense of solicitation of a minor for prostitution. Effective 5/1/2024. (SD1)
Eliminates the home mortgage interest deduction for second homes under Hawaii income tax law. Requires the amount of state revenue gained by eliminating the deduction to be deposited into the rental housing revolving fund.
Requires the department of land and natural resources to place markers in the State to indicate significant sites in the life of President Barack Obama and appropriates funds to place the markers throughout the State.
Requires each county to adopt ordinances authorizing detached dwelling units that meet certain minimum standards. Prohibits a county from denying a building permit under certain conditions. (SD1)
Establishes a new offense of theft of a catalytic converter. Requires vehicle registration records to be kept for businesses engaged in the selling or negotiating the purchase of used motor vehicle parts or accessories. Specifies that these businesses are required to refuse purchase of used motor vehicle parts or accessories and report the attempted sale to police if a seller does not provide certain information at the time of the attempted sale. Changes the fine for any violations of the used motor vehicle parts and accessories law.
Includes the use of alkaline hydrolysis, water cremation, and natural organic reduction as methods for the disposal of human remains. Amends the procedures for the resolution of disputes regarding the right of disposition, the right to rely and act upon written instructions in a funeral service agreement or similar document, and provisions for the disposition of a decedent's remains and recovery of reasonable expenses to include hydrolysis facilities and natural organic reduction facilities. Establishes a continuous legislature. Requires the legislature to convene at least once a month. Removes language regarding special sessions, adjournment, and recesses. Creates a two-year deadline for a bill to be submitted for gubernatorial consideration. Standardizes the number of days that the governor must approve or veto a bill submitted for consideration. Requires bills returned by the governor to be heard by the legislature within an unspecified number of days for the bill for the bill to be further amended. Requires the passage of the legislative budget in an unspecified number of days before the end of each fiscal year.
