Requires tour aircraft operations permit applicants to have aircraft that are outfitted with FAA approved safety devices. Prohibits tour aircraft permit holders from allowing the noise footprint of their aircraft to enter any occupied property. Requires denial of permit or rescission of permit if requirements are not met.

Prohibits planned community and homeowners' associations from preventing its members from renting out their single-family dwelling units when the tenant is a family with low to moderate income and the duration of the tenancy is for six months or longer.
Requires health insurance coverage for various sexual and reproductive health care services.

Transfers certain duties relating to energy efficiency, renewable energy, energy resilience, and clean transportation related incentives, programs, and goals from the Chief Energy Officer to the Hawaii State Energy Office. Requires a personal representative of a decedent appointed under the Uniform Probate Code to notify the police department of the appropriate county of any and all firearms in an estate. Requires the police department to certify that all registered firearms in an estate and other firearms of which the police department has been notified are properly transferred or disposed of before the estate may close.
Establishes a minimum wage commission to recommend the annual rate of increase for the minimum wage. Provides that recommended minimum shall go into effect unless affirmatively rejected by concurrent resolution. Makes an appropriation.
Amends the Uniform Parentage Act to allow non-gestational partners to voluntarily establish parentage of a child during the period immediately prior to or following the birth of the child. Requires the State to recognize parentage determinations from other states and territories. (SD1)
