RELATING TO HOUSING.

Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund for construction of phase I of a senior affordable housing project on Hawaii public housing authority property on School street, Oahu. (SD1)

RELATING TO HOUSING SUPPLY PLANS.

Requires each county to prepare a housing supply plan to plan for projected increases in the State's housing supply to meet housing demands of the respective county, identify and analyze existing and projected housing needs for all income levels, define the term "housing demand" including a ratio of jobs to residents to account for latent demand, and identify adequate sites for housing, including rental housing. Requires housing supply plans to be submitted to the legislature. Appropriates funds for the counties to conduct the required studies.

RELATING TO TAX HAVEN ABUSE.

Requires corporations to include the income of all foreign subsidiaries to the State. Applies the State's apportionment formula to determine the share of reported profits subject to the appropriate tax. Effective 1/1/2022.

RELATING TO RENT CONTROL.

Prohibits landlords from increasing rent above a certain percentage over any twelve-month period. Establishes provisions for rent control. Excludes certain properties from rent control. Requires a report regarding the effectiveness of rent control in the State. Repeals on 12/31/2031.

RELATING TO THEFT.

Establishes the offense of theft of catalytic converter as a class C felony. Defines "catalytic converter." Requires scrap dealers to follow the same requirements regarding a written statement for the purchase of palladium, platinum, rhodium, and a scrap catalytic converter from which some or all of the catalyst metals have been removed as is required for the purchase of copper, beer kegs, and urns.

RELATING TO DISPOSITION OF TAX REVENUES.

Establishes the teacher salary special fund within the department of education. Requires that a portion of general excise tax revenues collected on new construction of commercial real estate projects be deposited into the state highway fund and the teacher salary special fund. Requires that a portion of conveyance tax revenues be deposited into the state highway fund and the teacher salary special fund.

RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code. Authorizes advanced practice registered nurses to make capacity determinations. Adds advanced practice registered nurses as primary providers in advance mental health care directives. Effective 7/1/2050. (SD1)

RELATING TO FIREWORKS.

Allows consumer fireworks and aerial devices to be used between sunset and midnight on New Year's Eve and the Fourth of July. Imposes a one per cent surcharge on the sale of commercial fireworks and aerial devices.
