RELATING TO ANIMAL ENDANGERMENT.

Allows animal control officers, law enforcement officers, and firefighters to enter an unattended vehicle to protect the health, safety, or well-being of a pet animal that is endangered by being left or confined in an unattended vehicle. Allows private citizens to retrieve a pet animal that has been left in an unattended vehicle, under certain circumstances. Effective 7/1/3000. (HD1)

RELATING TO GENERAL EXCISE TAX.

Authorizes each county that has established a surcharge on state tax before 7/1/2015 to extend the surcharge until 12/31/2045, at the same rates, if the county does so before 1/1/2028. Provides that no county surcharge on state tax authorized for a county that has not established a surcharge on state tax before 7/1/2015, shall be levied before 1/1/2019, or after 12/31/2045. Repeals certain conditions on the use of surcharges for housing infrastructure costs. Effective 5/13/2040. (SD1)

RELATING TO PROPERTY FORFEITURE.

Prohibits civil asset forfeiture unless the covered offense is a felony for which the property owner has been convicted. Excludes the forfeiture proceedings for an animal pending criminal charges. Requires the Attorney General to deposit the net proceeds of the forfeited property to the credit of the state general fund.

RELATING TO CARBON OFFSETS.

Requires the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. Effective 7/1/2050. (SD1)

RELATING TO CRIMINAL STREET GANGS.

Establishes the offense of criminal street gang participation, solicitation, recruitment, or retention. Provides for enhanced penalties for crimes committed by a defendant while part of a criminal street gang.

RELATING TO DEPOSITS OF PUBLIC FUNDS.

Requires the Director of Finance to consider, before the selection of a depository for the state treasury, the beneficial effects to the State of using depositories within the State, including but not limited to lending at favorable terms for the creation of certain affordable housing units. RELATING TO MINIMUM WAGE.

Beginning September 30, 2028, requires the Department of Labor and Industrial Relations to annually calculate an adjusted minimum wage rate to within the nearest twenty-five cents using the Urban Hawaii Consumer Price index to take effect on January 1 of the following year unless the adjustment would result in a lower minimum wage rate.

RELATED TO TEACHER LOANS.

Establishes a teacher loan program revolving fund to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows a loan to be forgiven for teachers who become a licensed teacher in Hawaii or for teachers who will commit to teach for seven years at a Hawaii public school or public charter school. Appropriates funds.

RELATING TO RENEWABLE ENERGY.

Requires the Hawaii State Energy Office, in collaboration with state departments, to assess the potential and feasibility of developing resilience hubs that can provide emergency services and be open to the general public during times of emergency. Requires a report to the Legislature. Effective 1/1/2491. (SD1)
