Amends section 329-40, Hawaiʻi Revised Statutes, to require the medical director of a methadone treatment program to conduct a medical evaluation that offers testing for Hepatitis C exposure and infection. Requires that a methadone treatment program have policies and procedures in place for screening and referrals to care and curative treatment.

Limits to $100 the total amount of cash a candidate, candidate committee, or noncandidate committee may accept from a single person during each election period.
Establishes the agricultural emergency loan revolving fund, to be administered by the Department of Agriculture, to fund Class D emergency loans. Provides a separate source of funding for agricultural emergency loans. Makes an appropriation.
Requires the Office of Planning and Sustainable Development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district. Requires reports to the Legislature. Appropriates funds.
Requires mandatory disclosure of all existing permitted and unpermitted shoreline erosion control structures and the annual coastal erosion rates for shoreline properties in real estate transactions when publicly available. Effective 7/1/2050. (SD2)
Amends section 11-357, HRS, to prohibit elected officials as defined in section 11-342(d), HRS, from soliciting and accepting campaign contributions during any regular session or special session of the State Legislature, including any extension of any regular session or special session and any legislative recess day, holiday, or weekend.
Requires vehicle weights to be consistent with federal weight limits with respect to legal limits for gross vehicle weight and axle loads traveling on all public roadways. (SD1)

Ensures that the $600,000,000 appropriated to the department of Hawaiian home lands in Act 279, Session Laws of Hawaiʻi 2022, is available for expenditure until June 30, 2025.
Allows the Department of Hawaiian Home Lands to issue interim rules that shall be exempt from the public notice, public hearing, and gubernatorial approval requirements of chapter 91, Hawaiʻi Revised Statutes, after beneficiary consultation is conducted by the Department of Hawaiian Home Lands and upon approval by the Hawaiian Homes Commission. The interim rules shall be effective for not more than eighteen months.
