Reestablishes the State Fire Marshal's Office within the Department of Labor and Industrial Relations. Appropriates funds.
Enhances sharing of critical infrastructure information between infrastructure owners and operators and the state government. Defines and protects "critical infrastructure information" that is crucial for direct support of the security and resilience of the State of Hawaiʻi. Provides homeland security partners reassurance that their proprietary information provided to the State of Hawaiʻi government will be protected from disclosure.
Authorizes examination of defendants via telehealth. Amends conditions for a defendant's release or examination of fitness to proceed. Authorizes the Department of Health to implement behavioral health crisis centers. Effective 7/1/2024.
Expands the requirements of section 353C-9, HRS, to require the Department of Law Enforcement to pursue and obtain accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. for all divisions and sections within the Department of Law Enforcement. Establishes five CALEA coordinator positions, exempt from civil service, within the Department of Law Enforcement to ensure the department meets and maintains the standards set by the Law Enforcement Standards Board and accreditation of the Commission on Accreditation for Law Enforcement Agencies, Inc.
Establishes the Cybersecurity, Economic, Education, and Infrastructure Security Coordinator within the Department of Law Enforcement. Amends sections 76-16 and 128A-3, HRS.
Authorizes law enforcement officers of the Federal Bureau of Investigation to effect arrests under the Hawaiʻi Penal Code in limited circumstances.
Updates chapter 329, HRS, to make it consistent with amendments in the Federal Controlled Substances Act as required under section 329-11, HRS.
Statutorily establishes a Department of Land and Natural Resources transaction fee for each recording in the Bureau of Conveyances and Land Court. Authorizes the Board of Land and Natural Resources to adopt, amend, or repeal administrative fees, including transaction fees, for recordings in the Bureau of Conveyances and Land Court separate from the administrative rulemaking process. Amends the authorized uses of moneys in the bureau of conveyances special fund. Repeals language that required the Bureau of Conveyances' microfilm fees to be established by rules. Effective 1/1/2025.
Establishes an oral health task force to review the status of oral health in the State and make recommendations to improve the State's oral health infrastructure. Requires reports to the Legislature. Appropriates moneys. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.
