Establishes a travel placard to be issued to an existing permittee, allowing the person to park a vehicle at a Hawaiʻi airport or port reserved accessible parking space and take the second placard for use at the travel destination.
Clarifies that the party responsible for Renewable Portfolio Standards support and reporting on certain energy matters shall be the Chief Energy Officer, following Act 122, SLH 2019.
Allows the Governor to enter the State into the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state, effective 1/1/2026. Beginning 1/1/2026, allows the State Board of Nursing to charge different fees for registered nurses and licensed practical nurses who hold a multi-state license issued by the State.
Clarifies the eligibility to recover from the Mortgage Loan Recovery Fund to include consumers aggrieved by the conduct of a mortgage loan originator licensee. Allows for the annual use of $50,000 of the fund for training the Division of Financial Institutions and its attorneys relating to the residential mortgage industry, providing training to licensees, developing educational materials for licensees in the area relating to licensure under this chapter, and educating the public in the area relating to residential mortgage loans. Increases the restitution available to consumers from the Mortgage Loan Recovery Fund to the amount of $150,000, bringing consistency to sections 454F-41 and 454F-42, HRS.
Adds the Chairperson of the Hawaiian Homes Commission or the Chairperson's designee as a nonvoting member to the Hawaiʻi Community Development Authority.
Authorizes the Department of Land and Natural Resources to operate and approve conservation bank and conservation in-lieu fee mitigation programs.
Authorizes the Department of Health to redirect persons experiencing a mental health crisis who are involved with, or at risk for involvement with, the criminal justice system to the appropriate health care system and services, including behavioral health crisis centers. Appropriates funds.
Establishes the Climate Health and Environmental Action Special Fund in the Department of Land and Natural Resources to minimize the impacts of, and respond to, climate crises funded by a $25 tax on transient accommodations. Exempts certain housing used for emergencies during a state disaster from the Transient Accommodations Tax.
Repeals the Hawaiʻi Housing Finance and Development Corporation's Homebuyers' Club Program.
