Includes advertisements and offers in the definition of "commercial activity" as used in chapter 200, HRS. Provides that advertisements or offers for commercial activity are prima facie evidence that the owner disseminated or directed dissemination of such advertisements or offers.

Appropriates general funds to various programs for anticipated operating shortfalls due to the limited ability for departments to transfer funds between programs.
Adds a definition for "exigent circumstances;" amends the definitions of "harm" and "imminent harm;" clarifies when the police may take protective custody of a child; clarifies when the department may assume temporary foster custody of a child; creates a judicial process for orders for protective custody.
Amends section 663-10.5, HRS, to abolish joint and several liability for government entities in claims and cases relating to the maintenance and design of highways under chapter 663, HRS, so that government entities are only liable in certain cases for the percentage share of the damages they actually caused.
Amends sections 286-102 and 286-181, HRS, to allow the exemptions to include use of motorcoaches, small buses, and vans for the school bus services, which may not meet school bus regulations but which shall otherwise meet vehicle requirements and qualifications set forth in chapter 19-143, Hawaiʻi Administrative Rules, to the extent required by the Department of Transportation and the Department of Education, with the Department of Education providing Department of Education adult staff chaperone escorts of students while students are being transported between designated locations off-campus and designated locations on-campus.
Amends sections 286-234 and 286-249, HRS, to adopt federal penalties for commercial driver's license violations.
Permanently exempts an additional administrative assistant position in the Hawaiʻi State Public Library System from civil service.
Revises sections 286-239 and 286-240, HRS, to meet new federal regulations for commercial driver's licenses when the Drug and Alcohol Clearinghouse prohibits a driver from operating a commercial vehicle due to alcohol and drug violations.
Proposes amendments to the Constitution of the State of Hawaiʻi to expressly provide that the legislature may authorize political subdivisions, such as counties, to issue tax increment bonds and to exclude tax increment bonds in calculating the debt limit of the political subdivisions.
Changes the means of financing for a portion of funds appropriated for deposit into the school facilities special fund to expand pre-kindergarten student capacity within the State from general funds to general obligation bond funds. Extends the lapse date of the funds.
