Requires the tuition residency rules for the University of Hawaiʻi to grant the resident tuition fee for enrollment at any University of Hawaiʻi campus to individuals who have graduated from a Hawaiʻi high school and are enrolling in an undergraduate degree program, under certain conditions.
Authorizes the Department of Human Services to provide temporary emergency assistance, case management, and other recovery services following the period covered by an emergency proclamation and establishes an Emergency Management Program within the Director of Human Services' office. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 12/31/2050. (SD1)
Increases the conveyance tax rate for certain properties. Exempts conveyances of certain real property from the conveyance tax. Eliminates the cap on the amount of conveyance tax collections allocated to the land conservation fund and rental housing revolving fund. Allocates ten percent of conveyance tax collections to the Dwelling Unit Revolving Fund for the purpose of funding infrastructure programs in transit-oriented development areas.
Increases the rate of compensation and maximum allowable amounts per case for court-appointed counsel and guardian ad litem in family court proceedings. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
Makes appropriations and approves payments for claims against the State, its officers, and its employees. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2023-2024. (SD1)
Eliminates an obsolete fee for a certified copy of a tax clearance. Adds a penalty for failure to comply with reporting requirements under general excise tax law and transient accommodations tax law for collection of rent by a third party. Raises the unfair competition penalty under general excise tax law to adjust for inflation. Takes effect 1/1/2025. (SD1)
Makes an emergency appropriation for asbestos remediation to temporarily relocate Department of Health offices and begin preliminary planning for the redevelopment of the Kinau Hale site. Declares that the general fund expenditure ceiling is exceeded. Takes effect 12/31/2050. (SD1)
Conforms county debt limit statements law to exclude tax increment bonds from the debt limit of the counties if a constitutional amendment authorizing the use of tax increment bonds and excluding tax increment bonds from determinations of the counties' funded debt is ratified.
Increases the allowable loan term for direct loans provided by DHHL to be forty years, instead of thirty years, as currently outlined in section 215 of the Hawaiian Homes Commission Act, 1920, as amended.
