Authorizes any board that is subject to state open meetings law to hold a closed meeting for the purpose of providing training to new and current board members.
Establishes the Apostilles and Certifications Special Fund. Requires the Office of the Lieutenant Governor to set a fee for the issuance of an apostille or a non-apostille certification by administrative rules. Appropriates funds into and out of the special fund.
Makes emergency appropriations for collective bargaining cost items for the members of Units (1) and (10) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2023-2025.
Repeals the sunset provision of Act 222, SLH 2021, to allow the Board of Land and Natural Resources to approve rent credits for demolition and infrastructure costs for public land leases beyond the currently scheduled sunset date of June 30, 2026. Takes effect 7/1/2050. (SD1)
Establishes the senior advisor on climate position within the Office of Planning and Sustainable Development. Makes the senior advisor on climate a member of the Hawaiʻi Climate Change Mitigation and Adaptation Commission. Appropriates funds.
Repeals the categorical exclusion of employees who receive a guaranteed compensation totaling $2,000 or more a month from the protections under Hawaiʻi's Wage and Hour Law. Takes effect 7/1/2050. (SD1)

Abolishes the Task Force on Beach and Water Safety and the Risk Assessment Working Group. Requires the design and placement of warning signs, devices, and systems to be approved by the Chairperson of the Board of Land and Natural Resources for state beach parks and the county mayors for county beach parks.
Clarifies membership and certain powers and duties of the Law Enforcement Standards Board and establishes new deadlines for the completion of Board responsibilities. (SD1)
Temporarily lifts various restrictions on the use of funds for Hawaiʻi wildfire response and extends the lapse date of certain funds set aside for this purpose. (SD1)
