Amends section 269-6, Hawaiʻi Revised Statutes, to clarify that the Public Utilities Commission shall consider the effect of the State's reliance on fossil fuels on lifecycle greenhouse gas emissions and may require a lifecycle greenhouse gas emissions analysis for energy projects that do not involve the combustion of fuel. Makes conforming amendments. (SD1)
Establishes a three-year pilot program that allows the Department of Law Enforcement to conduct emergency procurement in certain districts under certain circumstances. Requires reports to the Legislature. Takes effect 7/1/2112. (SD1)
Establishes the University of Hawaiʻi Conference Center Revolving Fund and accounts under the fund to facilitate the administration of the revolving fund for conference center programs among various campuses and operating units of the University of Hawaiʻi System. Repeals the Conference Center Revolving Fund for conference center programs conducted by the University of Hawaiʻi at Hilo. (SD1)
Amends the Criminal Justice Data Sharing Working Group to combine its members and functions with certain members and functions of the Gun Violence and Violent Crimes Commission to increase efficiency and effectiveness and eliminate redundancy. Repeals chapter 134C, Hawaiʻi Revised Statutes, which established the Gun Violence and Violent Crimes Commission.
Applies permissible uses within agricultural districts to all counties that have adopted ordinances regulating agricultural tourism. (SD1)
Creates a process for electric utilities to develop and submit wildfire protection plans to the Public Utilities Commission for approval and allow the recovery of related costs and expenses through securitization, while avoiding a disproportionate impact on a specific ratepayer or county. (SD1)
