Transfers the Hawaiʻi broadband and digital equity office from the department of business, economic development, and tourism to the office of the lieutenant governor on a temporary, four-year basis. Appropriates general funds to provide required matching funds for the Broadband Equity, Access, and Deployment Program. Appropriates funds received by the State from the Infrastructure Investment and Jobs Act for the Broadband Equity, Access, and Deployment Program. Amends chapter 202, Hawaiʻi Revised Statutes, to be consistent with the General Appropriations Act of 2021, Act 88, Session Laws of Hawaiʻi 2021. Renames "Hawaiʻi workforce development council" to "Hawaiʻi workforce development board". Requires the Hawaiʻi workforce development board and local workforce development boards to develop written conflict of interest policies consistent with federal law and regulations. Requires the governor to select the chairperson of the board from among the seventeen private sector members. Requires the Hawaiʻi workforce development board to assist the governor in coordinating local workforce development boards to improve the workforce development system. Repeals the requirement for the department of labor and industrial relations to submit an annual report to the legislature on the activities of the k-12 agriculture workforce development pipeline initiative. Requires the University of Hawaiʻi to grant resident tuition fees for enrollment at any University of Hawaiʻi campus to individuals who have graduated from a Hawaiʻi high school and are enrolling in an undergraduate degree program, under certain conditions. Effective 6/30/3000. (HD1)
Establishes the infant and early childhood mental health program within the department of health to provide and coordinate mental health services for children from birth up to age five. Appropriates funds for the establishment of the program, including for an unspecified number of permanent full-time equivalent (FTE) positions. Effective 6/30/3000. (HD2)
Clarifies that emergency management powers must be consistent with the state constitution. Clarifies the scope of the Comprehensive Emergency Management Plan. Clarifies the powers of the Governor and mayors to extend or terminate a state of emergency or local state of emergency, respectively. Delineates allowable uses of Major Disaster Fund moneys. Amends the amount of additional funds that may be made available for the purpose of matching federal disaster relief fund. Shortens the duration of price control periods from 96 hours to 72 hours.
