RELATING TO THERAPY SERVICES.

Expands the scopes of practice for occupational therapists, physical therapists, and speech pathologists to allow those professionals working for or contracted by the Department of Education to diagnose medical conditions that can be treated with their respective services.

RELATING TO SETTLEMENT OF CLAIMS RELATED TO THE MAUI WILDFIRES.

Establishes the Maui Wildfires Settlement Trust Fund to be administered by the Attorney General. Appropriates funds to fund the settlement of claims related to the 2023 Maui wildfires. Effective 4/23/2057. (SD1)

RELATING TO PROCUREMENT.

Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation score, except the summary of scores, during a debriefing requested by a non-selected offeror. Authorizes the disclosure of a competing offeror's proposal or evaluation score after a protest is resolved and the contract is executed.

RELATING TO AN INTENSIVE MOBILE TEAM PILOT PROGRAM FOR HOUSELESS INDIVIDUALS SUFFERING FROM SERIOUS BRAIN DISORDERS.

Establishes a three-year Intensive Mobile Team Pilot Program in the Department of Health to provide intensive mobile treatment-type services, including "street psychiatry", to chronically houseless individuals suffering from serious brain disorders, including schizophrenia and schizoaffective disorder. Requires the Adult Mental Health Division of the Department of Health to submit reports to the Legislature. Establishes positions. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO OFFENSES AGAINST PUBLIC HEALTH AND MORALS.

Clarifies and updates the sex trafficking and promoting prostitution criminal offense statutes by clarifying the definition of "profits from prostitution" and making technical and other housekeeping amendments. (HD1)

RELATING TO UNIVERSITY OF HAWAII CONFERENCE CENTER REVOLVING FUND.

Establishes the University of Hawaii Conference Center Revolving Fund and accounts under the fund to facilitate the administration of the revolving fund for conference center programs among various campuses and operating units of the University of Hawaii system. Repeals the Conference Center Revolving Fund, University of Hawaii at Hilo, and the Community College Conference Center Revolving Fund. Transfers all appropriations and encumbrances of the Conference Center Revolving Fund, University of Hawaii at Hilo, and the Community College Conference Center Revolving Fund to the University of Hawaii Conference Center Revolving Fund. RELATING TO CAMPAIGN CONTRIBUTIONS.

Prohibits state or county grantees, officers and immediate family members of state or county contractors, and officers and immediate family members of state or county grantees from contributing to candidate or noncandidate committees for the duration of the contract. Requires candidates, candidate committees, or noncandidate committees to return any unlawful contribution to the contributor within 30 calendar days of receipt. Provides that if any unlawful contribution is not returned to the contributor within 30 calendar days, the unlawful contribution shall escheat to the Hawaii Election Campaign Fund.

RELATING TO CREDENTIALING OF HEALTH CARE PROVIDERS.

Requires the Department of Health to establish a two-year Centralized Health Care Credentialing Pilot Program that reduces duplicative activities required for the credentialing of health care providers by hospitals, universities, clinics, health plans, and independent practice associations; and convene an advisory committee. Requires reports to the Legislature. Appropriates funds. Effective 12/31/2050. (SD1)
