RELATING TO GOVERNMENT.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as an investigator in a position identified by the Department of the Attorney General or the Department of Law Enforcement as a labor shortage or difficult—to-fill position, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as investigators.

RELATING TO PUBLIC EMPLOYMENT COST ITEMS.

Appropriates funds for collective bargaining cost items for the members of bargaining unit (13) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2025-2027. Declares the expenditure ceiling for fiscal year 2025-2026 is exceeded. Effective 7/1/2050. (SD1)

RELATING TO ELECTIONS.

Allows an on-call circuit judge in the relevant circuit to perform the duties of the Board of Registration for purposes of hearing elections disputes if the Board of Registration lacks full membership. Requires the Judiciary to designate one or more on-call circuit court judges in each circuit to perform the duties of the Board of Registration for purposes of hearing elections disputes. (SD1)

RELATING TO LOBBYING.

Establishes certain presumptions regarding testimony when provided by a lobbyist. Makes certain contracts voidable when entered into in violation of the state lobbying law. Expands the definition of "lobbying" in the state lobbying law to include certain communications with high-level government officials regarding procurement decisions.

RELATING TO PLANS.

Removes outdated requirements for plans filed with the registrar's office; updates the statutory fee schedule to reflect those adopted in chapter 40 of title 3, HAR; grants additional discretion to the Department of Accounting and General Services to approve the format of plans; and updates permissible drawing scales used in plans. RELATING TO STATE LEGISLATIVE VACANCIES.

Provides the Governor with discretion to not fill a vacant legislative position if the vacancy occurs one hundred twenty days or less from an upcoming primary election until after the results of the primary election are certified.

RELATING TO RECORDKEEPING.

Establishes recordkeeping requirements for secondhand dealers, requiring records to be retained for two years from the date of sale. RELATING TO TRAUMA-INFORMED CARE.

Directs the Office of Wellness and Resilience to collaborate with the Department of Human Services to, either directly or by contract, design, administer, and implement a program for trauma-informed organizational assessments and a training curriculum for the Child Welfare Services Branch of the Department of Human Services. Appropriates funds. Effective 12/31/2050. (SD1)
