Amends the State newborn hearing screening program to mandate reporting of diagnostic audiologic evaluation results, improve hearing follow-up of infants, and update definitions and terminology. (SD1)

Prohibits the sale, offering for sale, furnishing, or distribution of any flavored tobacco product within the State effective 01/01/2020.
Amends provisions relating to the preemption of local laws or ordinances that regulate the sale and use of cigarettes, tobacco products, and electronic smoking devices.
Repeals the sunset date from Act 39, Session Laws of Hawaii 2015 as amended by Act 211, Session Laws of Hawaii 2017, , and makes permanent the requirement applicable to motion pictures produced and distributed with open movie captioning and audio descriptions.
Requires the Director of Taxation to make available to any county official charged with enforcing land use laws the name and addresses of any transient accommodation business registered with the Department of Taxation.
Provides a credit for reinsurance to mutual benefit societies.
Amends section 329-104(c), Hawaii Revised Statutes, to allow the Department of Public Safety, Narcotics Enforcement Division Administrator to disclose, at his discretion, confidential information from the Electronic Prescription Accountability System, more commonly known as the Prescription Drug Monitoring Program, to authorized employees of the State of Hawaii Department of Health, Alcohol and Drug Abuse Division and the Emergency Medical Services and Injury Prevention Systems Branch.
Clarifies the type of public notice required for reporting the redetermination of the University of Hawaii's allotment ceiling, the state growth rate and expenditure ceiling, and the release of grants.
Establishes procedures for an out-of-state individual licensed as a certified public accountant or certain accountancy firms to be granted practice privileges in this State by the board of public accountancy if the licensee or firm meets certain qualifications and requirements for substantial equivalency. Makes conforming amendments to the laws relating to public accountancy to reflect practice privileges.
