Amends the definition of "disclosure date" in section 11-341(d), HRS, to mean the date when the electioneering communication is publicly distributed. Expands the definition of "electioneering communication" in section 11-341(d), HRS, to apply to advertisements sent by any mail rate and those that are expenditures of an organization. Repeals section 11-341(e), HRS.
Transfers certain fines and forfeitures collected for uncontested traffic infractions to the counties. (SD1)
Repeals the requirement for administrative rules in the adoption process of the state building codes.
Clarifies and expressly authorizes that search warrants may be issued based upon oral statements or electronic communications.
Amends the definition of "dependent-beneficiary" and references to marriages in relation to civil unions.
Codifies sustainable development goals based on the United Nations' Sustainable Development Goals and indicators. Effective 7/1/2050. (SD2)
Requires the department of land and natural resources to employ cooperative resource management strategies in the management and administration of the wildlife and wildlife resources of the State. Takes effect 12/31/2050. (SD1)
Transfers personnel employment responsibilities, coordination duties, and emergency management reserve corps responsibilities from the director to the administrator. Amends county emergency operations plan requirements. Increases the maximum amount the governor may expend from the major disaster fund during a single emergency or disaster. Authorizes the administrator to pay emergency management reserve corps members for emergency response activities, rather than training only. Requires the Hawaii emergency management agency to prepare a comprehensive emergency plan, adopt standards for county emergency management plans, and recommend emergency prevention and mitigation measures related to building codes, zoning, and land use controls to the Legislature, among other requirements. Provides that the term "agency" includes the nonadministrative functions of the courts of the State for purposes of the Uniform Information Practices Act.
