Changes the standard for the offenses of operating a vehicle under the influence of an intoxicant and habitually operating a vehicle under the influence of an intoxicant from .08 grams of alcohol per 210 liters of breath or 100 milliliters or cubic centimeters of blood to any measurable amount of alcohol in the person's breath or blood. Allows law enforcement officers to arrest a person if there is probable cause to believe that the person was operating a vehicle with a measurable amount of alcohol in the person's breath or blood.

Makes an exemption from tort liability for the State and counties arising from lifeguard services, except for gross negligence or wanton acts or omissions.
Extends the application of gathering rights to lands owned in fee simple and to landlords and landowners. Authorizes an action for easement by necessity for landlocked parcels not previously under a unity of title with the prospective subservient estate.
Repeals the provision making election days state holidays and provides 8 hours of paid leave during normal business hours on an employee's date of birth on even-numbered years.
Increases the maximum length of public property concession contracts from 15 to 20 years. Replaces requirements that certain concessions shall be operated by nonprofit corporations in order to be exempt from sealed bid requirements with a requirement that state and county agencies give preference to nonprofit corporations pursuant to rules. Provides that a county director of parks and recreation shall designate which county zoos, botanic gardens, or other county parks are environmentally, culturally, historically, or operationally unique for the purpose of determining whether a concession at the zoo, botanic garden, or other park is exempt from sealed bid requirements. Exempts from sealed bid requirements any concession on public property whose operations provide historical and cultural information, goods, and services within the historic Hawaii Capital District.
Grants electric foot scooters the same rights and subjects them to the same duties as other vehicles, with certain exceptions. Applies blue light prohibition to electric foot scooters. Applies "vulnerable user" definition to include electric foot scooters. Amends "moped" definition to exclude electric foot scooters.
Allows the director of finance of a county to require payment of outstanding charges owed to the county for the towing, removal, or disposal of an abandoned or derelict vehicle within the county before issuing a motor vehicle certificate of registration.

Requires U-drive vehicles to pay the same fee for highway beautification and disposal of abandoned and derelict vehicles as non-U-Drive vehicles.
