Authorizes the Board of Land and Natural Resources to lease any existing state boating facility in part or in its entirety, and fast lands and submerged lands within any existing state boating facility, by public auction, request for proposals, or direct negotiation for private development, management, and operation. Clarifies that legislative approval is not required to award a lease. Repeals fast lands and submerged lands lease authorization for Ala Wai Boat Harbor under section 200-2.6, Hawaii Revised Statutes.
Appropriates funds to purchase the Honolulu Federal Detention Center.
Requires the State Historic Preservation Division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third-party consultants if the projects involve the development of affordable housing and the division will not be able to complete its review within 60 days.
Clarifies applicable reimbursement to State or defendant for expert witness fees, as it pertains to testimony, preparation, and in-court attendance in state court criminal proceedings.

Provides that an exemption from the general excise tax established by section 201H-36, Hawaii Revised Statutes, that has been approved by the Hawaii Housing Finance and Development Corporation shall be provided once the qualified person or firm has received approval for project funding and begun to spend money on the project.
Exempts workforce development projects from paying school impact fees for the development of workforce housing if at least 90% of the residential units that are set aside for purchase or rent for residents in the low-income or moderate-income ranges are set aside specifically for public school teachers.
