Sen. Ron Kouchi

Establishes a temporary program to clean up state real property after the departure of persons who have illegally camped or lodged on state real property. Requires the Governor to designate the state executive department responsible for the program. Establishes a temporary sheriff patrol program to enforce laws against illegally camping, trespassing, or being present on state real property. Makes appropriations. (SB717 HD2)

Requires the Governor to prepare a deferred maintenance plan to gradually eliminate the deferred maintenance costs of all state-owned buildings, facilities, and other improvements. Requires the initial plan to be submitted to the Legislature with the executive budget for the fiscal biennium 2019-2021. Requires the Governor to prepare annual updates. Imposes the same requirements on the Chief Justice for Judiciary-owned buildings, facilities, and other improvements. Makes an appropriation to the Office of the Governor and to the Judiciary. Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor. (SB502 HD1)

Adds as a purpose of the University of Hawaii community college system the provision of occupational training and certification programs designed to rapidly qualify persons to fill new and hard-to-fill position classes in the State, counties, and private sector that require technical skills. Appropriates funds for the programs. (SB723 HD1)

Formally establishes the Hawaii Keiki: Healthy and Ready to Learn program and special fund within the Department of Education. Appropriates funds for positions and a vision screening and eye assessment tool, and to implement, expand, and sustain the program. (SB510 HD2)

Makes an appropriation for the concussion monitoring and educational program for school athletics, concussion and awareness program for youth athletic activities, and administration of a concussion and awareness program for youth athletics. (SB720 HD1)

Amends the appointment process of certain members of the Hawaii Tourism Authority's (Authority) Board of Directors (Board). Clarifies the Authority's reporting and disclosure of specific information. Requires the Board to develop policies and procedures on approving expenditures of excess or carryover funds. (SB1084 HD1)

Requires health insurance coverage for case management services by qualified mental health providers for victims of sexual violence and abuse. Takes effect on 6/1/2050. (SD2)

Establishes that for a second offense that occurs within five years, rather than one year, of the first conviction of the offense of abuse of a family or household member is a misdemeanor and the person shall be termed a "repeat offender". Establishes that a third or subsequent offense that occurs within five, rather than two, years of a second or subsequent conviction of the offense is a class C felony and allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires the court to immediately order the defendant incarcerated to serve the mandatory sentence imposed for failure to complete the domestic violence intervention program or violation of any other condition of a sentence imposed pursuant to a deferred acceptance of guilty plea or nolo contendere plea. Requires the judiciary, in cooperation with the prosecutor of each county and police department of each county, to annually compile and report on statistics regarding arrests, charges, convictions, and other dispositions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 6/30/2020. Takes effect on 1/7/2059. (SD1)

Restricts the use of general obligation or revenue bond proceeds to pay for the unfunded pension or other post-employment benefit liabilities accrued for state employees or retirees, by requiring a two-thirds majority vote of each house of the legislature to enact legislation that authorizes the use of bond proceeds for such purposes. Effective August 30, 2050. (SD1)
