Short form bill
Authorizes the Board of Land and Natural Resources (Board) to temporarily adopt, amend, and repeal certain natural resource rules by formal Board action at a publicly noticed meeting if the Board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in response to rapidly changing resource conditions.
Creates the clean energy and energy efficiency revolving loan fund under the administration of the Hawaii Green Infrastructure Authority. Repeals the building energy efficiency revolving loan fund. Appropriates loan ceiling. Effective upon approval.
Reduces the membership of the State Highway Safety Council appointed by the Governor from twenty to ten.
Revises the manner in which person authorized to collect rent provides information to the Department of Taxation and requires (as opposed to permits) them to report the total amount of rent collected under sections 237-30.5 and 237D-8.5, Hawaii Revised Statutes.
Amends the important agricultural land qualified agricultural cost tax credit by repealing the cap amount of the tax credit. Extends by nine years the time period that the department of agriculture may certify important agricultural lands qualified agricultural costs.
Requires the Commission on the Status of Women to provide biannual gender-based analysis training to government officials.
Repeals section 188-58.5, Hawaii Revised Statutes, which prohibits the taking or killing of female spiny lobsters, Kona crabs, and Samoan crabs.
Requires builders to provide cost estimates for residential fire sprinklers to potential buyers of all new one- and two-family dwellings. The state fire council shall provide written information on the benefits of a sprinkler system.
