Addresses deficiencies in Hawaii's fuel shortage response and energy emergency statutes; provides policy guidance on energy resiliency and actual or potential energy supply disruptions or shortages to preserve the State's energy resiliency and security and to ensure that fuel products and energy resources are made available to emergency services and the public in an orderly, efficient, and safe manner.

Exempts construction procurements from section 103D-1002, Hawaii Revised Statutes, as it applies to construction procurements.

Establishes the Marine Life Conservation District Special Fund for the collection and use of moneys for the management, protection, restoration, and enhancement of the State's marine life conservation districts and the resources contained within, and authorizes the Department of Land and Natural Resources to collect fees for the use of marine life conservation districts and the resources contained within.

Requires the office of planning to hire a contractor to, among other things, identify and assess alternative financing, project delivery, and cost recovery mechanisms to recapture the State's upfront investment in transit-oriented development infrastructure. Requires the contractor to consult with representatives of certain government entities. Requires the office of planning to report its findings to the legislature. Appropriates funds.
Amends the Hawaii Revised Statutes to provide the director of the Department of Transportation with authority to acquire real property on behalf of the State for roads and streets without review or approval by the board of land and natural resources and upon acquisition, jurisdiction over such real property shall be immediately transferred to the Department of Transportation.
