Amends chapter 237D, Hawaii Revised Statutes, to repeal the misdemeanor for failing to register under chapter 237D and replacing it with a fine structure and to make various technical amendments.
Updates various provisions in chapters 269, 271, and 271G, Hawaii Revised Statutes, to enable the Public Utilities Commission to use electronic filing processes and similar practices.
Provides authority for the Hawaii criminal justice data center to set and collect fees for services provided.
Amends fines for destroying or harvesting trees or tree products, including koa, on state forest reserves lands to an amount up to $10,000 or three times the market value at the time and place of the violation, as determined by the Board of Land and Natural Resources, for each tree, whichever is greater, in addition to any costs associated with restoration or replacement of the habitat and damages to public land or natural resources, or any combination thereof. Clarifies that any person violating any provision of part II (Forest Reserves) of chapter 183, Hawaii Revised Statutes, or any rule adopted thereto, other than section 183-17, Hawaii Revised Statutes, shall be guilty of a petty misdemeanor. Clarifies penalties for traffic infractions within forest reserves and sets fine amounts. Repeals the general penalty provision of section 183-4, Hawaii Revised Statutes.
Amends section 103D-709, Hawaii Revised Statutes, Administrative proceedings for review, to replace the protest bond amount for a contract with an estimated value of less than $500,000 from $1,000 to one per cent; to replace the protest bond amount for a contract with an estimated value of less than $1,000,000 from $2,000 to two and one-half per cent; to replace the protest bond amount when the estimated value of the contract is $1,000,000 or more from one-half per cent to four and one-half per cent; and to delete the $10,000 cap on the protest bond amount.
Amends the excise tax rate on large cigars.
Requires counties with more than 500,000 residents to share in the costs of the emergency medical services system; sets annual limit on state contributions.
Establishes a food manufacturer tax credit. Defines qualified taxpayers as manufacturers that produce value-added products using local crops.
Requires the department of health to perform a community assessment for public health emergency response for each county and on a statewide level to determine emergency preparedness facets that would help articulate key vulnerabilities to aid county and state response and recovery planning.
