Establishes the offense of unauthorized control of a propelled vehicle in the second degree, which applies if a person recklessly or negligently exerts unauthorized control over another's propelled vehicle by operating the vehicle without the owner's consent or by changing the identity of the vehicle without the owner's consent.
Permanently reinstates the liability protections previously afforded to county lifeguards.
Repeals the requirement that the County of Kauai contract solely with the Kauai Humane Society for the provision of animal control services.
Authorizes a county liquor commission to use 15% of fines assessed against liquor licensees to fund alcohol addiction treatment programs.
Repeals section 46-19.8, Hawaii Revised Statutes, and Act 53, Session Laws of Hawaii 2017, which prohibited the counties from adopting codes and regulations that would require the installation or retrofitting of residential fire sprinklers in one- and two-family dwellings and other types of structures.
Permits the use of the reduced ignition propensity cigarette certification fees to support the State Fire Council and its programs and activities.
Repeals the Hawaii Unmanned Aerial Systems Test Site Advisory Board.
Establishes a Statewide Interoperable Communications Executive Committee for public safety communications and the position of the Statewide Interoperable Communications Coordinator.
Extends the sunset date of amendments to the State Low-Income Housing Tax Credit by an additional five years.
Repeals statutory language that: (1) Requires the County of Kauai to contract with the Kauai Humane Society for animal control services; and (2) Authorizes the Kauai Humane Society to construct a dog pound with Kauai County Council approval.
