Extends the effective date of Act 87, Session Laws of Hawaii 2015, to 7/1/2024 to provide state and county departments and agencies with additional time to comply with new employees' retirement system reporting standards. Requires the employees' retirement system to submit annual progress reports to the legislature through 2024. (SD1)
Authorizes the director of labor and industrial relations to prohibit the operation of pressure retaining items, amusement rides, and elevators and kindred equipment if inspection fees or fines are not paid timely. Deletes the boiler and elevator fee schedule. Defines "amusement ride", "permit to operation", and "pressure retaining item". Replaces "boiler, pressure items" with "pressure retaining items" throughout chapter 397, Hawaii Revised Statutes. (SD1)
Clarifies that any officer of the Department of Land and Natural Resources (DLNR) upon whom the Board of Land and Natural Resources (Board) has conferred police powers may, in the performance of their official duties, inspect certain items for compliance with protection and conservation of natural resources regulations related to hunting and fishing. Establishes penalties for refusal to comply with inspection requests made by any officer of DLNR upon whom the Board has conferred police powers. (SD1)
Repeals the Hawaii Housing Finance and Development Corporation's Downpayment Loan Assistance Program and Homebuyers' Club Program.
Amends the definition of compensation for the purpose of calculating retirement benefits for public officers and employees. Applies to personnel and payroll reported after 12/31/2021. (SD1)
Authorizes the Board of Land and Natural Resources to amend and extend existing pasture leases and to issue new pasture leases by negotiation to further the public purposes that the Department of Land and Natural Resources (Department) is responsible for promoting. Requires lease rents for pastoral and agricultural leases to be determined based on agricultural use value. Allows the Department to alter or convert the use of the productive agricultural land transferred under certain circumstances. (SD1)
