RELATING TO MARRIAGE LICENSE FEES.

Increases the marriage license application fee to support the Hawaii birth defects program and operating costs of marriage license agents. Amends remittances of the increased fee to various special funds and accounts in unspecified amounts. Effective 7/1/2060. (HD1)

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH.

Makes emergency appropriations to the department of health provide funds for supplies, personnel, equipment, and related efforts to implement the State's COVID-19 vaccination plan and other COVID-19 related expenses. Requires that should any project or program paid for by state funds become eligible for federal reimbursement, those federal funds shall be deposited into the general fund. Effective 7/1/2050. (HD1)

RELATING TO OFFICE OF YOUTH SERVICES.

Permits individual vocational programs within the purview of the office of youth services to engage in commercial enterprises, including the sale of goods and services, for self-sustainability purposes, for young adults only. Establishes the office of youth services revolving fund. Requires the office of youth services to submit annual reports to the legislature on the fiscal transactions and expenses of each service or program. Requires the director of human services to conduct an audit of the office of youth services if the annual fiscal transactions and expenses reports are not submitted in a timely manner. Effective 7/1/2060. (HD1)

RELATING TO HEMP.

Part I: Redesignates the industrial hemp special fund as the hemp special fund for the department of agriculture's duties regarding hemp. Makes an appropriation. Part II: Amends chapter 328G, Hawaii Revised Statutes, to better distinguish processing and manufacturing, distinguish processed hemp and hemp products, clarify the purpose and functions of the registry system, clarify the scope of regulated hemp products and prohibitions, and clarify the department of health's rulemaking and enforcement authorities. Makes Act 14, Session Laws of Hawaii 2020, permanent. Effective 7/1/2050. (HD1)
