Appropriates and authorizes funds for collective bargaining cost items for the members of Unit (10) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023. Effective 7/1/2050. (SD2)

Repeals section 197-4, Hawaii Revised Statutes, establishing the Aquatic Life and Wildlife Advisory Committees and amends sections 197-1 and 197-2, Hawaii Revised Statutes, to conform with that repeal.
Expands the authority of the Director of Transportation over required motor carrier vehicle inspections. Authorizes the Director of Transportation to adopt administrative rules related to fees. Effective 1/1/2050. (SD1)
Extends through the 2031 tax year the time that the Department of Agriculture may certify important agricultural lands qualified agricultural costs. Delays Taxpayers from claiming and applying the credit for at least three full taxable years after credit is earned, to help address State's current fiscal concerns.
Establishes within the department of the attorney general a program for issuance of firearm qualification certifications to qualified retired law enforcement officers pursuant to the federal Law Enforcement Officers Safety Act of 2004 (Public Law 108-277), codified at title 18 United States Code section 926C.
Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the Office of Hawaiian Affairs twenty per cent of each receipt from the disposition. Provides to the department of Hawaiian home lands certain moneys previously claimed as public land trust overpayments to the office of Hawaiian affairs. Establishes a public land trust revenues negotiating committee exempted from part I of chapter 92, Hawaii Revised Statutes. (SD1)
Amends the offense of theft in the second degree to include theft of property commonly used to store items of personal or monetary value, including any purse, handbag, or wallet.
