RELATING TO LAW ENFORCEMENT VEHICLES.

RELATING TO MARINE LIFE CONSERVATION DISTRICTS.

Establishes the Marine Life Conservation District Special Fund for the collection and use of moneys for the management, protection, restoration, and enhancement of the State's marine life conservation districts and the resources contained within, and authorizes the Department of Land and Natural Resources to collect fees for the use of marine life conservation districts and the resources contained within.

RELATING TO THE ORDERS OF THE CAMPAIGN SPENDING COMMISSION.

Provides that certain rights shall be deemed waived if a preliminary determination of probable cause is rendered during a meeting subject to the requirements of chapter 92, HRS, and the person fails to request a contested case hearing within thirty days of receipt of the preliminary determination. Allows the campaign spending commission to have an order confirmed as a judgment by the first circuit court, giving the order the same force and effect as any other judgment issued by the circuit courts; provided that there shall be no appeal from the judgment. MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH.

Makes emergency appropriations to the department of health provide funds for supplies, personnel, equipment, and related efforts to implement the State's COVID-19 vaccination plan and other COVID-19 related expenses. Requires that should any project or program paid for by state funds become eligible for federal reimbursement, those federal funds shall be deposited into the general fund. Effective 7/1/2050. (HD1)

RELATING TO COUNTIES.

Gives counties jurisdiction over the infrastructure of the Department of Hawaiian Home Lands housing developments in their boundaries under specific conditions. Requires counties, under specific conditions, to commence maintenance on that certain infrastructure within sixty days, subject to tolling to comply with certain other laws. Effective 5/6/2137. RELATING TO ANIMAL CONTROL SERVICES.

Repeals statutory language that: (1) Requires the County of Kauai to contract with the Kauai Humane Society for animal control services; and (2) Authorizes the Kauai Humane Society to construct a dog pound with Kauai County Council approval.

RELATING TO PROFESSIONALLY LICENSED OR CERTIFIED GOVERNMENT EMPLOYEES.

Clarifies that the State shall be exclusively liable for claims for injury or loss of property, or personal injury or death, resulting from the negligent or wrongful act or omission of any professionally licensed or certified employee of the State while acting within the course and scope of the employee's office or employment. Precludes civil actions or proceedings for money damages against the employee, except for claims based on liability other than an employee's course and scope of employment with the State or other employer. Clarifies liability when the State agrees to assume full or partial responsibility in a civil action against a professional licensed or certified employee.
