Amends Section 353-6.2, Section 353-10, and Section 804-7.1, Hawaii Revised Statutes, enacted as part of Act 179, Session Laws of Hawaii 2019, to delete the additional duties and responsibilities of the Intake Service Centers (ISC), Department of Public Safety, in providing augmented bail reports under the Act's bail reform initiatives, due to the imposition of budget restrictions for the fiscal biennium 2021-23 that defunded the ISC positions responsible for this work.

Allows a person who is a spouse of an active duty service member in the military; accompanies the service member a permanent change of station to Hawaii; and holds a current, unencumbered license in another jurisdiction in specific professions to apply for licensure on an expedited basis in the State of Hawaii, and exempts dependents of military servicemembers from state residency requirement for employment with state or county government if the military servicemember is in Hawaii on bona fide military orders.
Appropriates and authorizes funds for collective bargaining cost items for the members of unit (2) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023. Effective 7/1/2050. (HD1)
Authorizes the Board of Land and Natural Resources (Board) to temporarily adopt, amend, and repeal certain natural resource rules by formal Board action at a publicly noticed meeting if the Board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in response to rapidly changing resource conditions.

Changes the fees for permits and licenses issued under chapters 243, 244D, and 245, Hawaii Revised Statutes, from specified amounts to reasonable fees established by rule adopted by the Department of Taxation. Establishes authority to charge a reasonable fee for providing conveyance tax certificates provided to anyone other than the county real property assessment division by administrative rule.
Authorizes the Hawaii Health Authority to continue planning for the adoption of a universal, publicly-administered health-care-for-all insurance model with a single payout agency. Establishes a rate stabilization reserve fund for the Hawaii Employer-Union Health Benefits Trust Fund. Transfers funds from the other post-employment benefits trust fund to the rate stabilization reserve fund. Makes appropriations.
Exempts any housing development for the Department of Hawaiian Home Lands from school impact fee requirements.

Amends section 103D-709, Hawaii Revised Statutes, Administrative proceedings for review, to replace the protest bond amount for a contract with an estimated value of less than $500,000 from $1,000 to one per cent; to replace the protest bond amount for a contract with an estimated value of less than $1,000,000 from $2,000 to two and one-half per cent; to replace the protest bond amount when the estimated value of the contract is $1,000,000 or more from one-half per cent to four and one-half per cent; and to delete the $10,000 cap on the protest bond amount.
