Authorizes the University of Hawaii to issue $100,000,000 in revenue bonds for the purpose of financing the construction, maintenance, and modernization of qualifying capital improvement projects.
Provides appropriations for collective bargaining cost items for the members of Unit (6) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal year 2022-2023.
Provides appropriations for collective bargaining cost items for the members of Unit (9) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023.
Requires laws that enact, modify, or extend the availability of a tax expenditure to contain specific information, revenue estimates, and analyses before becoming law. Allows the disclosure of certain tax credit information.
Exempts construction procurements from section 103D-1002, Hawaii Revised Statutes.
Repeals the public works construction bid preference for parties to registered apprenticeship agreements provided by section 103-55.6, Hawaii Revised Statutes.
Extends the Ohana Zones pilot program to June 30, 2026. Appropriates funds.
Adds new sources of revenues generated by the State Veterinary Laboratory and Animal Disease Control Branch as sources for the Animal Industry Special Fund.
