Increases the minimum wage for certain employees incrementally to $12.00 per hour beginning 10/1/2022, $15.00 per hour beginning 1/1/2024, and $18.00 per hour beginning 1/1/26.

Renames the Hawaii Workforce Development Council as the Hawaii Workforce Development Board. Requires the Governor to appoint an Executive Director of the Board from a list of three nominees submitted by the Board. Prohibits members of the Hawaii Workforce Development Board and local workforce development boards from engaging in any activity determined by the Governor to constitute a conflict of interest as provided in the federal Workforce Innovation and Opportunity Act of 2014 or chapter 84, Hawaii Revised Statutes. Updates and provides clarification to reflect the existence of the Hawaii State Cybersecurity Program, which is administered by the Hawaii Office of Homeland Security. Eliminates the state cybersecurity, economic, education, and infrastructure security coordinator position.
Establishes the Office of Hawaiian Affairs' pro rata share of the moneys derived from the public land trust. Transfers moneys to the Office of Hawaiian Affairs for income and proceeds due from the use of the public land trust lands between July 1, 2012, and June 30, 2022, that was misallocated, underreported, or underpaid to the Office of Hawaiian Affairs. Assesses a climate change mitigation impact fee on every customer who rents, leases, or utilizes a rental motor vehicle. Establishes a climate change mitigation special fund. Specifies that the impact fees collected shall be deposited to the credit of the climate change mitigation special fund. (SD1)
Establishes an agricultural production tax credit that includes agricultural producers who produce at least fifty per cent of food crops for local consumption.
Establishes a food manufacturer tax credit. Defines qualified taxpayers as manufacturers that produce value-added products using local crops.
Removes the statutory requirement for representatives of the pineapple and sugar industries and adds the statutory requirement for representatives of the coffee and diversified agriculture industries on the Advisory Committee on Pesticides.
Amends the marriage license statute to support the Hawaii Birth Defects Program, modernization of the vital statistics system, operating costs of marriage license agents, and spouse and child abuse programs of the Department of Human Services and of the Judiciary. Effective 1/1/2050. (SD1)
Amends section 201-13.8, Hawaii Revised Statutes, to allow the Department of Business, Economic Development, and Tourism to collect and analyze employer information and data. (SD1)
