RELATING TO REPORTS FILED WITH THE CAMPAIGN SPENDING COMMISSION.

Housekeeping measure that provides that candidates are not required to file preliminary general reports if they are either unsuccessful or are elected to office in the primary election. Amends subsections (b) and (c) of section 11-339, HRS, to make them consistent with subsection (a) by aggregating contributions and expenditures in determining whether a committee need only file the final election period report.

RELATING TO MORTGAGE RESCUE FRAUD.

RELATING TO UNLAWFUL CHOP SHOP ACTIVITY.

Establishes the class C felony offense of unlawful chop shop activity. Provides for the forfeiture of property connected with chop shop activity. Defines "chop shop." Effective 7/30/2075. (HD1)

RELATING TO RENEWABLE PORTFOLIO STANDARDS.

Requires electric utility companies to track and annually report data and trends on customer retention and attrition to further inform the calculation of renewable portfolio standards. Amends the definition of "renewable portfolio standard" to be a percentage of electrical energy generation, rather than sales, excluding customer-sited, grid connected generation that does not produce renewable energy. Effective 7/1/2050. (HD1)

PROPOSING AN AMENDMENT TO ARTICLE I, SECTION 25, OF THE HAWAII CONSTITUTION REGARDING CRIMES AGAINST MINORS.

Proposes an amendment to Article I, section 25, of the Hawaii Constitution to expand the legislature's present power to define the elements and jury unanimity requirements of the crime of continuous sexual assault of a minor, to include minors who are younger than 16 years of age, rather than only those who are younger than 14 years of age. RELATING TO PUBLIC SAFETY.

Establishes a department of law enforcement to consolidate and administer criminal law enforcement and investigations functions of the State effective upon approval and reestablishes the department of public safety as an independent department of corrections and rehabilitation to administer the corrections, rehabilitation, and reentry of the inmate population effective 1/1/2023. Transfers the law enforcement functions of the department of public safety to the department of law enforcement effective 1/1/2023, and the law enforcement functions of the department of transportation, the non-statutorily mandated functions of the investigations division of the department of the attorney general, and the office of homeland security to the department of law enforcement effective 7/1/2023. Establishes a training center. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO PUBLIC SAFETY.

Repeals section 46-19.8, Hawaii Revised Statutes, and Act 53, Session Laws of Hawaii 2017, which prohibited the counties from adopting codes and regulations that would require the installation or retrofitting of residential fire sprinklers in one- and two-family dwellings and other types of structures. Effective July 30, 2075. (SD1)

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW.

Increases from $1,000 to $5,000 the fine that may be assessed for campaign spending law violations against a noncandidate committee making only independent expenditures and that has received at least one contribution of more than $10,000, or spent more than $10,000 in an election period. Allows the Campaign Spending Commission to order that the fine be up to three times the amount of the unlawful contribution or expenditure, and that the payment of the fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee.

RELATING TO PURCHASES OF HEALTH AND HUMAN SERVICES.

Requires cost or pricing analysis for purchases of health and human services. Adds definition of "policy board." Increases the small purchase threshold for purchases of health and human services. Authorizes heads of purchasing agencies to issue requests for statement of qualifications and to establish lists of qualified providers for treatment purchase of services. Abolishes the Community Council for health and human services. Effective 7/1/2050. (SD1)
