Appropriates funds to the Hawaii Community Development Authority for statewide planning, designing, and constructing of various transit-oriented development projects identified in the state strategic plan for transit-oriented development. Authorizes the Hawaii Community Development Authority, with the approval of the Governor, to delegate to other state departments or agencies implementation authority of certain projects. Amends the prohibition against contributions to a candidate committee or noncandidate committee by state and county contractors to include state and county grantees and the owners, officers, and immediate family members of a state or county contractor or state or county grantee. (HD1)

Increases the amount of fines for campaign spending law violations that may be assessed against certain noncandidate committees making only independent expenditures. Allows the Campaign Spending Commission to order that the payment of the fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of the officers of the noncandidate committee, if the noncandidate committee does not have the funds to pay the fine. Amends the name and administration of the drug and alcohol toxicology testing laboratory special fund. Appropriates funds. Requires a report to the legislature. Effective 7/1/2050. (HD1)

Appropriates funds as a grant-in-aid to the department of the prosecuting attorney of the city and county of Honolulu for the career criminal prosecution unit. Effective 6/30/3000. (HD1)

Appropriates funds as a grant-in-aid to the Department of the Prosecuting Attorney of the City and County of Honolulu for the Victim Witness Assistance Program. Effective 06/30/3000. (HD1)

Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the legislature may authorize, by general law, political subdivisions, such as counties, to issue tax increment bonds and to exclude tax increment bonds in calculating the debt limit of the political subdivisions. Increases the total contract value and total aggregate value of capital advancement contracts entered into by the department of transportation for harbor improvements. Requires reports to the legislature. Effective 6/30/3000. (HD1)

Establishes 1 additional district court judgeship in the First Circuit. Effective 7/1/2050. (SD1)

Authorizes the department of transportation airports division to demand and collect reimbursement from any airport contractor, tenant, or user for the entire amount of fines and penalties levied for the violation of federal, state, or county laws related to environmental protection or the United States Department of Homeland Security. Allows the department of transportation airports division to enter into a capital advancement contract with a private party for certain public improvement or construction projects at Hawaii's airports under certain circumstances.
