Beginning on January 1, 2022, requires each managed care organization to annually report its medical loss ratio to the department of human services.

Requires that in the event of a vacancy of the Executive Director of the School Facilities Authority, the assistant superintendent for the office of facilities and operations shall serve as the acting executive director until a new executive director is appointed and the senate advises and consents to the new executive director's nomination.
Requires facilities providing treatment for substance abuse disorders to assess a patient or client for use of all tobacco products at the time of their initial intake and take certain actions if the patient or client is determined to have a tobacco use disorder. Effective July 1, 2023.
Transfers the enforcement of the "Made in Hawaii" trademark from the Department of Agriculture to the Department of Commerce and Consumer Affairs. Renames the "Hawaii Made" program to the "Made in Hawaii" program. Makes an appropriation.
Requires coffee blend labels to disclose regional origins and percent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than specified percentages coffee by weight from that geographic origin. Appropriates moneys for inspection and detection technologies.
Allows an electric utility to own, operate, lease, plan, construct, install, maintain, and replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State. Extends the offense of false labeling of Hawaii-grown coffee to include roasted coffee. Imposes $10,000 fine for false-labeling of Hawaii-grown roasted coffee.
Establishes limitations on the mandatory and voluntary work hours for registered nurses and licensed practical nurses. Effective 1/1/2023.
Increases fines for aquarium fishing violations. Clarifies that each ray or shark taken in violation of fishing rights and regulations constitutes a separate offense.
