RELATING TO THE DEPARTMENT OF THE ATTORNEY GENERAL.

Establishes and funds an environmental investigative hotline pilot project through the Department of the Attorney General, Investigations Division, that will implement and manage an investigative hotline for Molokai residents to report environmental concerns on Molokai and have one full time investigator on the island of Molokai to investigate environmental concerns. Takes effect 7/30/2075. (SD1)

RELATING TO PESTICIDES.

Requires the Department of Agriculture, in consultation with the Department of Health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department. Requires the Advisory Committee on Pesticides to serve as a steering committee to guide and monitor the pesticide disposal collection program. Makes an appropriation. Effective 7/1/2050. (SD2)

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Access to Local Food Act to allow cottage food operations to sell cottage food products, under certain conditions, upon receiving a permit from the Department of Health. Effective 1/1/2023. (SD2)

RELATING TO INDIVIDUAL SPORTS.

Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend. Effective 7/1/2051. (HD1)

RELATING TO FAMILY PLANNING.

Requires oocyte cryopreservation to be covered by health insurance policies. Removes 1-time benefit limitation for in vitro fertilization. Reduces from 5 to 2 the number of years of infertility before becoming eligible for in vitro fertilization. Effective 7/1/2050. (SD2)

RELATING TO SCHOOL-BASED HEALTH SERVICES.

Includes advanced practice registered nurses with prescriptive authority in the list of health care professionals authorized to administer medication to public school students. Requires administration of the medication to be approved by the Department of Health or other complex area or school-based health care provider pursuant to a written agreement with the Department of Education. RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Requires the Department of Hawaiian home Lands to submit certain annual reports to the Legislature regarding the native Hawaiian rehabilitation fund. Appropriates moneys into and out of the fund for Hawaiian home lands lots, related projects, and down payment assistance and mortgage payment assistance to the department's beneficiaries. Effective 7/1/2050. (SD2)

RELATING TO CONTRACTOR PRACTICES.

Prohibits contractors from offering to pay or rebate, or promising to pay or rebate, an insured's property or casualty insurance deductible. Prohibits contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices. Allows insureds to rescind contracts with the contractors within five business days after the date the contract is executed. Requires contractors to provide certain forms to an insured, prior to entering into a contract. Takes effect 7/30/2075. (SD2)

RELATING TO HUMAN REMAINS.

Includes the use of traditional native Hawaiian burial practices in the treatment and disposal of human remains, including the use of water cremation or alkaline hydrolysis. Requires alkaline hydrolysis facilities to be certified by the Department of Health. Requires alkaline hydrolysis facility operators to undergo alkaline hydrolysis operator training and comply with certain Department of Health Administrative Rules. Requires sterile wastewater to be discharged into the sewer system as approved by the appropriate county. Effective 1/1/2050. (SD2)
