RELATING TO SEARCHES OF FEMALE INMATES.

Prohibits male correctional facility employees from conducting pat down searches of female inmates or entering areas where female inmates may be in a state of undress for the purpose of conducting a search, subject to exceptions. Requires exceptions to be documented, reviewed, and retained for reporting purposes. Requires PSD to increase its recruitment and training of female adult corrections officers and address certain concerns, federal requirements, and staffing shortages. Requires PSD to submit a report on its efforts. Effective 7/1/3000. (HD2)

RELATING TO HEALTH.

RELATING TO INVASIVE SPECIES.

Requires the Hawaii invasive species council to classify coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust. (HD1)

RELATING TO HAWAIIAN HOME LANDS.

RELATING TO COMMERCIAL PROPERTY RENT RELIEF.

Establishes a commercial rent relief grant program to be administered by the Department of Business, Economic Development, and Tourism. Requires that the commercial rent relief grants be given priority for moneys received through federal funding. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO THE GENERAL EXCISE TAX.

Authorizes the Director of Taxation to exempt a taxpayer whose annual general excise tax liability does not exceed $100 from monthly, quarterly, or semiannual general excise tax filing requirements; provided that the taxpayer files an annual return. Applies to taxable years beginning after 12/31/2022.

RELATING TO TEACHER COMPENSATION.

Provides automatic step increases in salaries for each year of satisfactory service completed by educational assistants, public school teachers, and principals and vice principals and increases the amount of time available to teachers for collaboration, preparation, and planning. Appropriates funds for the automatic step increases and increase of time for teachers to collaborate and plan. Appropriates funds for various teacher differentials to help address labor shortages in the areas of special education, hard-to-staff geographic locations, and Hawaiian language immersion programs. RELATING TO ADVANCING CIVIC ENGAGEMENT.
